Commissioner Bill Dwyer presided with Commissioners Bobby Green, Sr., Anna Morrison, Peter Sorenson and Faye Stewart present.  County Counsel Teresa Wilson and Recording Secretary Melissa Zimmer were also present.

 

16. PUBLIC HEARINGS

 

a. SECOND READING AND PUBLIC HEARING Ordinance No. 3-06/In the Matter of Amending Chapter 6 of Lane Code to Establish Violations for Parking in a County Park Without a Permit and for Nonpayment of Camping Fees (LC 6.530 and LC 6.580). (NBA & PM 2/22/06).

 

Todd Winter, Parks, recalled on December 14, 2005 they reported back to the Board on collection activities at Parks.  He noted at that time the Board directed Parks to amend the chapter of Lane Code to remove the non-payment of parking fees from Class C to Class D.  He noted the change was under 6.530 and under 6.580.

 

Dwyer commented that he didn’t like the word “knowingly” in the ordinance.

 

Wilson said the deletion of the word "knowingly" in this instance would not be a substantial change.  She said the change could be made and the Board could still approve the ordinance today.

 

Commissioner Dwyer opened the Public Hearing.  There being no one signed up to speak, he closed the Public Hearing.

 

MOTION: to adopt Ordinance No. 3-06 with the deletion of the word "knowingly."

 

Green MOVED, Morrison SECONDED.

 

ROLL CALL VOTE: 5-0.

 

b. ORDER 06-3-15-10/In the Matter of Amending Chapter 18 of the Lane Manual to Revise Park Schedules and Fees and Related Provisions to Delegate Authority to the Public Works Director to Accept Certain Donations, and to Repeal Sunset of Discount Provisions (LM 18.00, 18.110 Through 18.145).

 

Winter noted on December 14, 2005 the Board approved amendment of Lane Manual Chapter 18 to revise fees for camping reservations and to add a new fee for camping reservation changes.  He indicated this brought forth the legal language changes in Lane Manual..  He added it also delegates authority to the Public Works Director to accept donations under $2,000.

 

MOTION: to approve ORDER 06-3-15-10.

 

Green MOVED, Morrison SECONDED.

 

VOTE: 5-0.

 

17. COMMISSIONERS' ANNOUNCEMENTS

 

Morrison discussed her United Front trip to Washington, D.C.

 

Stewart noted it was his first trip back for the United Front trip.  He said they lobbied on 20 different projects.  He was discouraged finding out they weren’t going to be working on the Beltline construction study.

19. OTHER BUSINESS

 

ORDER 06-3-15-12/In the Matter of Settling the Claim of  the Estate of David Nathaniel Jonas.

 

Morrison MOVED, Green SECONDED.

There being no further business, Commissioner Dwyer recessed into Executive Session at 2:10 p.m.
