Commissioner Faye Stewart presided with Commissioners Bill Dwyer, Bill Fleenor, Bobby Green, Sr., Joseph Inman and Peter Sorenson present.  County Administrator Jeff Spartz, County Counsel Teresa Wilson and Recording Secretary Melissa Zimmer were also present.

 

1. PUBLIC COMMENTS

 

None.

 

2. COMMISSIONERSí REMONSTRANCE

 

Stewart reported that Barbara Moorehouse has resigned, as she moved to the mid-west to be with her family.  He indicated that they are in the process of posting for that position.  He announced that Joseph Inman is the new HACSA Commissioner.

 

Dwyer stated that his heart went out to all the people in the south who were impacted by the tornadoes.  He said that people are homeless and FEMA is sending emergency crews.  

 

3. REGULAR BUSINESS

 

a. ORDER 08-2-6-1H/In the Matter of Authorizing the Executive Director or Deputy Director to Create the Roosevelt Crossing Limited Partnership and to Acquire a Parcel on Elmira Road in Eugene to Develop Transitional Housing for Ex-Offenders with Sponsors, Inc.

 

Jim McCoy, HACSA, explained that this board action is a step in the development process using low income housing tax credits.  He indicated they used this type of vehicle 10 times in the past 15 years.  He said instead of having John Van Landingham as the limited partner, they are proposing Sponsors as the limited partner.  He said the Housing Authority is assuming the development role, and in the future Sponsors would take over.  He said the Housing Authority has had a long history of helping non-profits with housing.  He said since the early 90ís they have assisted in building 83 units in ownership of non-profits.  He said it came about when Sponsors approached the Housing Policy Board to put together the project they were proposing.  He said they provided informal help to prepare an application to the state for tax credits but that proposal was unsuccessful.

 

He said they were proposing for HACSA to be the developer and this is the first step in the process.

 

Dwyer stated he appreciates what Sponsors does. He asked what the neighborhood thought about this project being built.

 

Ron Chase, HACSA, indicated that the site itself is on Highway 99 on the west side, one lot north of the four quarters.  He said the vacant lot is next to a tire shop.  He noted it is .6 acres.  He said the entrance will be off of Highway 99.  He indicated the tire shop owner had no objection to it.  He spoke with City Councilor Andrea Ortiz and she wrote a letter of support for them.  Chase indicated that Sponsors has several buildings on the fringes of residential neighborhoods but not in them.

 

MOTION: to approve ORDER 08-2-6-1H.

 

Green MOVED, Dwyer SECONDED.

 

VOTE: 6-0.
