Commissioner Faye Stewart presided with Commissioners Bill Dwyer, Bill Fleenor, Bobby Green, Sr., Joe Inman, Dewanda McKinley and Peter Sorenson present. County Administrator Jeff Spartz, County Counsel Teresa Wilson and Recording Secretary Melissa Zimmer were also present.

2.  COMMISSIONERS' REMONSTRANCE

3.  REGULAR BUSINESS

 

a.  ORDER 08-7-9-1H/In the Matter of Authorizing the Executive Director to Apply for Assistance From the Oregon Housing and Community Services Consolidated Funding Cycle (CFC) for the Roosevelt Crossing Transitional Housing Development.

 

Jim McCoy, explained that HACSA is helping Sponsors build a transitional housing project to consolidate some of the housing throughout the community and expand the number of services they can offer.  He said the order authorizes them to apply to the state for subsidizes to do the project.  He indicated that the proposal is due July 25 and one of the requirements of the consolidated funding application is that they have a board order authorizing them to apply and that is what this board order does.

 

MOTION: to approve ORDER 08-7-9-1H.

 

Dwyer MOVED, Fleenor SECONDED.

 

VOTE: 7-0.

 

b.  ORDER 08-7-9-2H/In the Matter of Approving the Submission of the Annual Agency Plan for the Fiscal Year Beginning October 1, 2008.

 

Dorothy Cummings, HACSA, reported that this is the agency’s plan.  She indicated that it is a HUD required document that is a five year and an annual plan.  She explained that because the agency is a high performer, this year they are just submitting a streamlined annual plan and they are not required to submit the full plan.  She said there weren’t many changes to the plan this year, but they had two amendments to the plan since they first went out for public comment.  She said they finalized the updating of the flat rents for all of the public housing sites.  She said it is the rent a resident would pay if they were over income.  She added that they hadn’t updated those in many years.  She indicated that they had used a regular market survey and updated the rents.

 

Cummings noted the second amendment is to add a new chapter to the Section 8 Administrative Plan, Chapter 19, to pull together all of the pieces they normally do to affirmatively further fair housing.  She said they put it in a new chapter because of a grant requirement.  She added that all of the pieces had existed and they were all things they were already doing.

 

Cummings recalled they had the Public Hearing on June 24 and there were no comments received.  She said they are asking for Board approval so they can submit the plan to HUD by July 18.

VOTE: 7-0.
