Commissioner Faye Stewart presided with Commissioner Bill Fleenor, Bobby Green, Sr., and Pete Sorenson present. Bill Dwyer was excused. County Administrator Jeff Spartz, County Counsel Liane Richardson and Recording Secretary Melissa Zimmer were also present.
14. PUBLIC HEARINGS
a. PUBLIC HEARING AND ORDER 08-11-5-10/In the Matter of Commenting to the Oregon Department of Transportation (ODOT) in Support of Transportation Enhancement Grant Proposals.
Celia Barry, Public Works, reported that after the Board receives testimony, they have the opportunity to provide a recommendation to the Oregon Department of Transportation for the five projects under consideration within Lane County. She recalled there were originally seven projects in Lane County and there are now five. She said there will be a recommendation to the Oregon Transportation Commission on November 12 and the OTC will make a decision on the final list of projects on December 11. She indicated the emphasis of the program is projects that strengthen cultural, aesthetic and environmental aspects of the state’s intermodal transportation system. She said Attachment 2 is the proposed ranking from staff. She indicated the Parks Advisory Committee and the Roads Advisory Committee changed the ranking. She said the Roads Advisory and Parks Advisory Committees both unanimously adopted: the full restoration for the Heceta Head Lighthouse; city of Cottage Grove proposal for street scapes enchancement and street and sidewalk improvements for two blocks of Highway 99 on both side of Main Street and one block of East Main Street between Highwy 99 through the railroad crossing to South Tenth Street. She added that involves a realignment of Highway 99. She noted the city of Eugene has a path for Westmoreland Park and lighting, and bicycle and pedestrian connectivity with the existing Fern Ridge path. She said it would improve safety by eliminating the need for pedestrian and bicyclists to travel through a busy parking lot. She noted the fourth recommendation was for the city of Eugene’s West Bank Path Extension and lighting between Formac Lane and the Owosso Bridge. She indicated the final project is the U.S. Forest Service statewide project involving completing the five remaining routes of the nine routes of the Oregon Birding Trail. She added it is a multi-county birding trail that is a self-guiding driving tour using customized maps, directing people to the best places to enjoy nature and birdwatching.
Barry indicated the current board order shows the staff recommendation and they will provide a revised order with the Parks and Roads Advisory Committees’ recommendations.
Commissioner Stewart opened the Public Hearing.
Sue Waling, Eugene, stated she was in favor of the Westmoreland Path. She noted there is already a bridge over 18th Avenue linking it from the Fern Ridge Path.
There being no one else signed up to speak, Commissioner Stewart closed the Public Hearing.
MOTION: to approve ORDER 08-11-5-10 as revised.
Fleenor MOVED, Sorenson SECONDED.
Barry indicated she would provide a revised board order
Stewart commented that all projects are worthy. He said the Cottage Grove project would redevelop the entrance into the Old Cottage Grove proper and the Row River Rails to Trails will be converted from the rail project. He thought the project was important.
