Commissioner Pete Sorenson presided with Commissioner Bill Dwyer, Bill Fleenor, Rob Handy, Joe Inman and Faye Stewart present. DeWanda McKinley was present via speaker phone. County Administrator Jeff Spartz, County Counsel Liane Richardson and Recording Secretary Melissa Zimmer were also present.

5. REGULAR BUSINESS

a. ORDER 09-4-8-1/In the Matter of Accepting Bids and Awarding Contracts for the Weatherization of Homes, Phases 09-R-0030 and 09-R-0031.

Craig Satein, HACSA, said this is to award two long term contracts: Emerald Valley Weatherization and Sage Energy Services. He noted these awards are $250,000 each. He stated that they have had a good working relationship with both contractors. He said the contracts will help provide services to approximately 230 families throughout Lane County. He indicated that this will help families save energy. He asked the Board for approval.

MOTION: to approve ORDER 09-4-8-1.

Inman MOVED, Dwyer SECONDED.

VOTE: 7-0.

b. ORDER 09-4-8-2/In the Matter of Adopting and Ratifying the Collective Bargaining Agreement with AFSCME Local 3267 and Approving a Three Percent (3%) Cost of Living Adjustment (COLA) for All Eligible HACSA Bargaining Unit and Excluded Personnel.

Larry Abel, HACSA, reported that this is a three year agreement with the AFSCME Unit. He indicated there are about 65 AFSCME members. He said the contract goes from October 1,2008 through September 30, 2011 and includes a three percent COLA this year retroactive to October 1 and in the following two years, a COLA based on the CPI with a floor of one percent and a ceiling of three percent. He added there are about 15 people who are not in the union that also received a COLA. 

MOTION: to approve ORDER 09-4-8-2.

VOTE: 7-0.

c. ORDER 09-4-8-3/In the Matter of Accepting a Bid and Awarding a Contract for the Installation of Single-Ply TPO Insulated Roofing Systems, Weatherization of Homes Project, 09-R-0029.

MOTION: to approve ORDER 09-4-8-3.

Dwyer MOVED, Fleenor SECONDED.

VOTE: 7-0.

d. ORDER 09-4-8-4/In the Matter of Approving the American Recovery and Reinvestment Act (ARRA) Capital Fund Grant.

Dorothy Cummings, HACSA, explained the Capital Fund Program funds the modernization of their public housing units throughout the County. She indicated this is $1.6 million that gives them the ability to move projects around and get started on things that might happen in future years. She said this year they were already working on a capital needs assessment for all their properties required as part of the grant. She said HUD hadn't indicated what final format they wanted, but they will be ready. She said everything with the exception of one item in the grant were already listed in the approved five year plan. She said the field office asked them to tell them what year they look forward. She said they had large elevators projects to undertake and they added a lift for their Junction City property so as they modernize the elevator, the residents can still get up and down the stairs. She indicated that it freed up money to do the modernization of the elevator work at River View Terrace in Cottage Grove. She stated they met the intent of meeting projects they could get out within 120 days. She said she has 112 properties and they will begin work that has already been identified in their capital needs assessment. She said this is the initial budget for the ARRA grant. She added that when they come back in July with the agency plan that will include a new five year plan, they will make additional changes to the plan. She indicated this plan doesn't include units in Springfield. She said they will be adding those. She noted the resident advisory board has seen this plan. She said they were excited to see this extra money.

Commissioner Sorenson opened the Public Hearing. There being no one signed up to speak, he closed the Public Hearing.

MOTION: to approve ORDER 09-4-8-4.

VOTE: 7-0.

There being no further business, Commissioner Sorenson adjourned the meeting at 9:30 a.m.
