Commissioner Pete Sorenson presided with Commissioners Bill Dwyer, Bill Fleenor, Rob Handy and Faye Stewart present.  County Administrator Jeff Spartz, County Counsel Liane Richardson and Recording Secretary Melissa Zimmer were also present.

 

 1. ADJUSTMENTS TO THE AGENDA

 

There will be an Emergency Business item. on the OSU Extension Service.

 

Fleenor asked to remove 4.D.1 for discussion.

 

 2. PUBLIC COMMENTS

 

Deb Frisch, Eugene, commented that there is an extraordinary situation in Lane County.  She noted that 16 publicly elected lawyers and the District Attorney disagree with the will of the voters.  She indicated a majority of the voters voted not to use the last of the timber fund to expand incarceration.  She recalled that nine times the voters have said no to more money for prosecution and incarceration.

 

3. COMMISSIONERS' RESPONSE TO PUBLIC COMMENTS AND/OR OTHER ISSUES AND REMONSTRANCE

 

Sorenson reported that the news on the front page of the paper today stated that Oregon unemployment was at a high level and there are fiscal impacts and human impacts with people losing jobs.  He said his thoughts are with the people who are suffering with the economy.

 

4. CONSENT CALENDAR

 

A. Approval of Minutes:  None.

 

B. Children and Families

 

1) ORDER 09-6-16-1 Approving Membership Recommendations for the Lane County Commission on Children and Families Advisory Board.

 

C. Health and Human Services

 

1) ORDER 09-6-16-2 Appointing the County Administrator or His Authorized Designee as County Financial Assistance Administrator for the 2009-11 Intergovernmental Agreement with the Oregon Department of Human Services.

 

D. Management Services

 

1) ORDER 09-6-16-3 Delegating Authority to the County Administrator to Execute a Purchase Order to Professional Collection Services in an Amount Not to Exceed $400,000.

 

2) ORDER 09-6-16-4 Amending the Contract for Construction Manager/General Contractor (CM/GC) Services with Chambers Construction Company for the Public Health Building to Include the Guaranteed Maximum Price (GMP).

 

E. Public Safety

 

1) ORDER 09-6-16-5 Delegating Authority to the County Administrator to Execute ATV Grant Program Agreement Between the State of Oregon, Oregon Parks and Recreation Department, and Lane County in the Amount of $110,000.

 

F. Public Works

 

1) ORDER 09-6-16-6 Awarding Requirement Contracts to Various Contractors to Establish Unit Prices for Asphaltic Mix Patching Materials Needs During the Period of 7/1/09 to 6/30/10, Prospective Contract No. 09/10-M&S-53 and Authorizing the County Administrator to Sign the Contracts.

 

MOTION: to approve the balance of the Consent Calendar.

 

Dwyer MOVED, Fleenor SECONDED.

 

VOTE: 5-0.

 

4.D.1)

 

Fleenor indicated that he pulled this because he was unclear who they were contracting with.

 

Spartz responded that this was purchased from a state contract.

 

Kay Blackburn, Finance Manager, indicated Professional Collection Services is the name of the company they have used for a number of years who help them collect outstanding fines in the Justice Courts.  She said because they are executing a purchase order under a state pricing agreement, the state has done the competitive selection. 

 

Fleenor asked if this was the same service they currently use with the Justice Courts where they are $18 million in arrears.

 

Blackburn indicated it was.

 

Fleenor asked what they were going to do different so they donít get further in arrears. 

 

Blackburn said these are people who have been cited in court and donít follow through with payment.  She said they could do comparisons to see if there are other collection agencies that have a better track record.  She noted the purchase order is for $400,000 and their fee is 23 percent of what they collect.  She said they are currently paying them $300,000 per year.

 

Fleenor wanted to see an RFP and if local companies could do it more competitively.

 

Richardson recommended bringing this back tomorrow to report back on if it is a local company and with collection data.

 

5. COUNTY ADMINISTRATION

 

a. DISCUSSION/State Revenue Updates and Municast Budget Scenarios.

 

Alex Cuyler, Intergovernmental Relations Manager, gave a report of the state revenue updates.  (Copy in file).

 

Fleenor asked if the stateís first biannually quarter revenue to Lane Countyís general fund will not be less than five percent of expected revenue.  He asked when they would have the data to make the decision this week.  He asked what cuts they  were looking at with the general fund or across each program.

 

Dave Garnick, Finance and Budget Manager, said with regard to the general fund budget, the overall budget the Budget Committee approved didnít change from what was proposed.  He said they had $10.3 million budgeted, down $560,000.

 

Garnick gave a Municast presentation.

 

6. EMERGENCY BUSINESS

 

ORDER 09-6-16-7 Authorizing the County Administrator to Execute a One Year Lease Renewal Agreement with Oregon State University for the Lane County Extension Service for County Owned Space at 950 W. 13th Avenue, Eugene

 

MOTION: to approve ORDER 09-6-16-7.

 

Dwyer MOVED, Fleenor SECONDED.

 

VOTE: 5-0.
