Commissioner Pete Sorenson presided with Commissioners Bill Dwyer, Bill Fleenor, Rob Handy, Joe Inman, Dewanda McKinley and Faye Stewart present. County Administrator Jeff Spartz, County Counsel Liane Richardson and Recording Secretary Melissa Zimmer were also present.

3. REGULAR BUSINESS
a. DISCUSSION/Munsell Lake Village Proposal.
Larry Abel and Jim McCoy, HACSA, gave a presentation on the Munsell Lake Village Proposal. (Copy in file).
Fleenor was in favor of moving this forward using Option 3, where they instruct staff to work with HACSA and Mr. Genereaux to come up with a formula that would allow them to purchase an option for two years.
Fleenor, MOVED, Dwyer SECONDED.
McKinley said everyone needs affordable housing but at this time she didnít think it was a prudent use of funding.
Dwyer said they have to do this as the Board, not as the HACSA Board.
Stewart had difficulty with this proposal because it needs a business plan. He hears that this doesnít pencil out. He said the developers gave a packet on how they can buy the property, but they donít have a plan to actually develop and get people into the property. He said the project needs more vetting before he can make an educated guess on this. He said it seems that some of the commissioners want to spend money to make it happen, but if it will truly be a low income project, he wants to see what it will take to get it open. He was concerned about the economy and the housing market and if people can use tax credits.
Fleenor withdrew his motion.

b. ORDER 09-5-13-1H/In the Matter of Extending Workers' Compensation Coverage to HACSA Volunteers.
MOTION: to approve the Consent Calendar.
Dwyer MOVED, Fleenor SECONDED.
5. EXECUTIVE SESSION as per ORS 192.660
Per ORS 192.660 (2)(h) for the purpose of discussing potential litigation.
There being no further business, Commissioner Sorenson recessed the meeting into Executive Session at 10:00 a.m.
