BOARD OF COMMISSIONERS'
May 5, 2009
Commissioner Pete Sorenson presided with Commissioner Bill Dwyer, Bill Fleenor and Rob Handy present. Faye Stewart was excused. County Administrator Jeff Spartz, County Counsel Liane Richardson and Recording Secretary Melissa Zimmer were also present.

Fleenor announced that
Handy wished everyone a Happy Cinco
de Mayo. Handy acknowledged the rain storm.
Sorenson discussed the Swine Flu
issue. He and Fleenor were present
at the opening of the Riverstone Clinic.
4. EMERGENCY BUSINESS
a. ORDER 09-5-5-1/In the Matter of Amending Resolution/Order No. 09-3-18-11 Accepting a $1,000,000 Community Development Block Grant Fund for the Row River Water System Improvement Project and Authorizing the County Administrator to Sign the Grant Agreement Documents.
Mike McKenzie-Bahr, Economic Development, said there were adjustments made to the Board order. He said they received a grant from Oregon Economic and Community Devleopment to do rehabilitation on the Row River water system to replace the water treatment facility that is over 50 years old. He originally assigned authority to the County Administrator. He said the board order was changed to explain how they were going to spend it and a sentence was cut out that he didnít notice. He indicated the contract is at the state and they are holding it because they donít have a board order showing the County Administrator had the authority to sign the contract.
MOTION: to approve ORDER 09-5-5-1.
Dwyer MOVED, Fleenor SECONDED.
5. COMMISSIONERS' BUSINESS
a. PRESENTATION/Census 2010 - Complete Count Committee.
Michelle Mahr, Census Bureau, gave a presentation on Census 2010 and the Complete Count Committee (Copy in file).
Sorenson asked for an update in two months.
Draft Letter on Lane
Sorenson indicated this is a letter to C.J. Mann. He said it has undergone review and discussion.
MOTION: to send the letter.
Fleenor MOVED, Handy SECONDED.
Spartz discussed the ongoing concern about the spread of H1N1.

Letter from Carol Berg
Sorenson wanted to make a request of a snapshot of releases so the Board gets an idea of publicly available information. He wanted to formulate a response to her letter and public comment. He said there is confidential information in making release decisions. He wanted to request a snapshot. He wanted to use yesterdayís date and a request for the non-confidential information that led to the decision yesterday on the capacity and any other releases.
Spartz thought it was a reasonable approach to deal with the questions asked.
10. COMMISSIONERS' ANNOUNCEMENTS
Sorenson stated that Zoe Gilstrap sent out a memo to the Board dated May 4, 2009 with a list of suggested agenda topics for the Board to review. He wanted them returned to Zoe by next Wednesday and then she will report on the basics of how many people responded and whether they want to pursue an item or not.
Sorenson announced that SB 944 was passed out of the Senate Transportation Committee.
