Commissioner Bill Fleenor presided with Commissioners Bill Dwyer, Rob Handy, Pete Sorenson and Faye Stewart present. County Administrator Jeff Spartz, County Counsel Liane Richardson and Recording Secretary Melissa Zimmer were also present.


a. STATUS REPORT/Work Group for Lane Code/Manual/Comp Plan Revisions.

Matt Laird, Land Management, distributed new spread sheets on items identified on August 3.  (Copy in file).  He said it was the final direction from the Board on which items the Lane County Land Management Task Force will move forward to a public hearing.  He recalled eight items were asked for more detail from the August 3 meeting and that is what is attached to the spreadsheet.  He added the second part of the spreadsheet is additional items to consider.  He noted number 9 was scrivener’s errors to a population forecast to the city of Coburg.  He added there were several non-policy related housekeeping items that did not make the previous housekeeping list that has already moved forward. He said the Board could add it to the PAPA that will be sent to DLCD.

MOTION: to move to send the consensus items number 1, number 2, number 3 and have that their PAPA for notice to DLCD.

Sorenson MOVED, Handy SECONDED.

Handy asked if 9 to 21 needed to be added.

Laird indicated that they would need to be added.

Sorenson amended his motion to accept items 9 to 21.


Assistant County Counsel Stephen Vorhes said they could move it forward as a board item without sending notice to DLCD or processing through the Planning Commission for adoption.  He said it is a direction policy enforcement in Lane Manual that is not directly connected to land use direction.  He said the compliance piece could be done by Board action without going through a legal land use proceeding.

Sorenson asked if they should take it out of the motion.

Vorhes said they could do it as a board item.

Sorenson said since compliance with land use is related to land use, he thought they could give notice.

Vorhes noted item 2 did not have consensus like item 3.

Fleenor said since there are no additional costs, this would give more public hearings and public input and he would feel more comfortable keeping it in.

Laird indicated he could add item 1 onto the DLCD notice with the rest of the package items.

VOTE: 5-0.

2. EXECUTIVE SESSION as per ORS 192.660

Per ORS 192.660(2)(h) for the purpose of litigation.



There being no further business, Commissioner Fleenor recessed the meeting into Executive Session at 2:20 p.m.
