Commissioner Bill Fleenor presided
with Commissioners Bill Dwyer, Rob Handy, Judith Pothier and Peter Sorenson
present. Faye Stewart and Joe Inman were excused.
County Administrator Jeff Spartz, County Counsel Liane Richardson and
Recording Secretary Melissa Zimmer were also present.
ADJUSTMENTS TO THE AGENDA
Carl Roach, Eugene, indicated that he is associated with a group called Greenway Neighbors.
He reported that over the past two years they have been active in the
city regarding changes along River Road. He said they always supported the
greenway area, the area where the HACSA project is proposed.
He asked on behalf of the Greenway Neighbors to accept input as they
develop the use of HACSA. He said
they are concerned because the neighborhood involved is residential and is very
quiet. He commented that they see a
challenge from high density construction from HACSA.
COMMISSIONERS' RESPONSE TO
PUBLIC COMMENTS AND/OR OTHER ISSUES AND REMONSTRANCE
Dwyer asked Roach what he meant by high density.
Roach thought over 100 units was high density. He indicated the average property in the area is a third to one-half acre.
Handy commented that people have to understand the world has changed. He said that they need to garden and grow their own food in urban settings. He said the goals for density have to be done appropriately with a mix of green space.
