REGULAR MEETING - BOARD OF COUNTY COMMISSIONERS
1:30 p.m. - Harris Hall Main Floor

Commissioner Steve Cornacchia presided with Commissioners Ellie Dumdi, Bobby Green, Sr., Peter Sorenson and Cindy Weeldreyer present. County Administrator Bill Van Vactor, County Counsel Teresa Wilson and Recording Secretary Melissa Zimmer were also present.

13. COMMISSIONERS' ANNOUNCEMENTS

None.

14. PUBLIC HEARINGS

a. PUBLIC HEARING AND ORDER 98-12-16-13 Approving the City of Eugene's Request to Relocate the Spencer Butte Bridle Trail With Lane County Transferring its Reversionary Rights From the Existing Spencer Butte Bridle Trail Easement to the New Property Acquired by the City of Eugene for the Same Purpose.

Bob Keefer, Parks, reported the bridle trail was transferred to the City in 1992 and there is a reversionary clause that the land needs to be used for trail purposes. He said the City said there should be a better alignment to connect with the Spencer Butte Trail and with the park. He said the action before the Board is to give the City the go ahead to proceed with their negotiations to make that realignment.

Commissioner Cornacchia opened the Public Hearing. With no one signed up to speak he closed the Public Hearing.

MOTION: to approve ORDER 98-12-16-13.

Sorenson MOVED, Dumdi SECONDED.

VOTE: 5-0.

15. OTHER BUSINESS

a. ORDER 98-12-16-14 Approving the Lane County High Risk Juvenile Crime Prevention Plan.

Green noted that this is the High Risk Juvenile Plan that Lane County submitted to the State to be in the process for the governor's $30 million has designated for Juvenile Crime Prevention. He said the plan has been submitted and conditionally approved. He added they were required to identify the targeted population, and in Lane County, Steve Carmichael has worked hard at the State level. He said they focused on the risk factors of anti-social, poor family functioning, school failure, substance abuse problems, negative peer association and at-risk behavior. He said in order to become part of this program, the juvenile must have at least three of the risk factors.

Steve Carmichael, Youth Services, and Susan Sowards, Public Safety Coordinating Council, gave a presentation on Lane County's High Risk Juvenile Crime Prevention Plan. (Material on file.)

Green MOVED, Dumdi SECONDED.

VOTE: 5-0.

There being no further business, Commissioner Cornacchia adjourned the meeting at 3:40 p.m.
