Commissioner Steve Cornacchia presided with Commissioners Ellie Dumdi, Bobby Green,
Sr., and Peter Sorenson present. Commissioner Cindy Weeldreyer arrived at 9:10 a.m. County
Administrator Bill Van Vactor, County Counsel Steve Vorhes and Recording Secretary Melissa
Zimmer were also present.

2. REGULAR BUSINESS
a. ORDER 98-6-24-1H/In the Matter of Entering into a Loan Agreement with the City of Eugene for Rehabilitation of Fourteen Pines Apartments.
Dorothy Cummings, Management Team Member, recalled that HACSA purchased Fourteen Pines in 1996 under the Low Income Housing Preservation Act. She stated that HUD had granted money for repairs on the property and during the course of the work it was discovered that there were serious hidden conditions that needed immediate attention. She said that the siding caused dry rot and water damage to the building. She said that the City of Eugene has offered a $750,000 rehab loan so that repairs could be made. She added that the work would begin in late August and would be completed in the Spring.
MOTION to approve ORDER 98-6-24-1H.
Dumdi MOVED, Sorenson SECONDED.
Cornacchia commented that the agency should examine its purchases and acquisitions more closely. He said that this is not the quality of work that he wanted to see out of this agency and due diligence was important.

b. ORDER 98-6-24-2H/In the Matter of Accepting a Bid and Awarding Contract #98-C-0059 to Upgrade 60 Kitchens at the Agency-Owned Complex Known as Riverview Terrace, 925 W. Main Street, Cottage Grove, Oregon.
c. ORDER 98-6-24-3H/In the Matter of Accepting a Bid and Awarding Contract #98-C-0056 for the Seven Sites: Exterior Improvements.
d. ORDER 98-6-24-4H/In the Matter of Accepting a Bid and Awarding Contract #98-C-0055 for Alarm Systems at Two Complexes.
e. RESOLUTION AND ORDER 98-6-24-5H/In the Matter of Approving the FY98 Comprehensive Grant and the Five Year Action Plan.
MOTION to approve the Consent Calendar.
