Commissioner Steve Cornacchia presided with Commissioners Ellie Dumdi, Bobby Green, Sr., Peter Sorenson, and Cindy Weeldreyer present. County Administrator Bill Van Vactor, County Counsel Teresa Wilson, and Recording Secretary C. Daniel Lindstrom were also present.


Commissioner Cornacchia stated that the date of one set of minutes to be approved was incorrectly identified on the as March 18, 1997, and should be changed to September 7, 1997.

MOTION: to approve the minutes of the November 5, 1997, and September 7, 1998, meetings of the Board of Health.

Commissioner Dumdi MOVED, Commissioner Green SECONDED.

VOTE: 5-0.


Public Health Services Manager Karen Gillette reviewed elements of the Semi-Annual Board of Health Report related to public health programs distributed with the agenda of the meeting.

Health and Human Services Director Rob Rockstroh stated that he would answer questions regarding the report. He commented on the retirement of Developmental Disabilities Manager Alan Reeder.

In response to a question from Commissioner Green, Mr. Rockstroh explained that the Community Safety Net was a prevention program for children and families experiencing difficulties and at risk of child abuse or neglect. He said community-based service providers were utilized and that the program relied on referrals from Services to Children and Families. He explained that it partially restored services to children previously identified as "Level 7."

In response to a request from Commissioner Sorenson, Mr. Rockstroh identified program areas currently unable to meet needs for service, as follows: Maternal Child Health Services Unit; DUII/Corrections Unit; domestic violence anger management, referral system, and victim assistance programs; and the Sex Offender Treatment Program.

Mr. Rockstroh described the work of a Governor's Task Force on the ability of LaneCare to provide managed care for clients requiring a high level mental health services. He said commissioners would receive recommendations in the near future regarding the final administrative location for Parole and Probation. He described the need for a Day Reporting Center to provide a missing link in the County corrections system.

There being no further business, Commissioner Cornacchia adjourned the meeting at 9:40 a.m..
