Chair Bobby Green, Sr. presided with Steve Cornacchia (arrived 9:29 a.m.), Ellie Dumdi, Jerry Rust and Cindy Weeldreyer present. Zoanne Gilstrap, Recording Secretary.

1. PUBLIC COMMENTS

Michael Gorman, 108 Cross Place, Eugene, Oregon 97402, stated that he is an organic farmer from Wisconsin expanding his operations to the west coast. He read the following statement: "To hurt one is to hurt all. The honor of one is the honor of all. Injustice to one is injustice to all."

Susan Ban, 2125 Nirvana, Eugene, Oregon, stated that she is the Executor Director of Lane ShelterCare and was here to speak on behalf of the 2222 Coburg Road property. She explained that the Coburg Road building houses their Lane Stabilization and Rehabilitation Center (LSRC). She reported that LSRC opened in September of 1994 as a result of the increasing number of critically ill adults with severe persistent mental illness in this community. Ban stated that LSRC is a tremendous resource for the community and is a critical piece for Lane County's whole system of crisis care. She stressed that its survival depended upon this acquisition. She explained that the LSRC program has reduced hospitalization at the state hospital by about 80%, saving money as well as reducing the average length of stay to seven days for most people. Ban said the clinical results for clients have been much improved with clients reentering the hospital less frequently after being served by LSRC and remaining more stable in the community. She reiterated that the acquisition of this property is key to the continued operation of that program..

Green closed the public hearing at 9:05 a.m.

Cornacchia arrived at 9:29 a.m. during Executive Session.

2. REGULAR BUSINESS

a. ORDER 96-12-4-1H/In the Matter of Authorizing a Purchase/Option Agreement for the Site and Improvements Located at 2222 Coburg Road in Eugene, Oregon.

Jim McCoy explained that he was asking for authorization to negotiate and enter into a site control document with Peace Health Corporation in order to purchase the building located on the corner of Beltline and Coburg Road that currently houses the Lane Stabilization and Rehabilitation Center (see material on file). McCoy commented that the Housing Authority would be the best entity to put together the financing for this transaction. He reported that they would be coming back before the Board for authorization to receive the loan from the state.

MOTION: Approval of the Order.

Weeldreyer MOVED, Dumdi SECONDED.

VOTE: 5-0.

3. CONSENT CALENDAR

a. Approval of Minutes: None.

b. ORDER 96-12-4-2H/In the Matter of Accepting a Proposal and Awarding Contract #96-P-328 for Banking Services and Authorizing the Executive Director to Designate Individuals to Sign Checks and Other Commercial Paper on Behalf of the Agency.

MOTION: Approval of the Consent Calendar.

Dumdi MOVED, Weeldreyer SECONDED.

VOTE: 5-0.

4. EXECUTIVE SESSION as per ORS 192.660

Recessed into Executive Session at 9:06 a.m. to reconvene at 9:37 a.m.
