1. ORDER 96-11-19-1/In the Matter of Requesting the Governor to Declare a State of Emergency for Lane County.

Captain John Clague and Sheriff Bob McManus provided an update on the condition of the flooding. McManus reported that there has been three inches of rain in just the last six hours and that various areas of Lane County are experiencing extensive flooding and evacuation of residents has been going on for the past 12 hours. He observed that flood waters continue to rise on numerous Lane County rivers and streams and that many roadways are experiencing slides. McManus requested that the Board declare a state of emergency in Lane County and then request that the Governor also declare a state of emergency in order to receive assistance/support as needed from state and/or federal agencies. McManus indicated that the forecast calls for high winds and more rain.

Green read this Order into the record.

MOTION: Approval of the Order. Cornacchia MOVED, Rust SECONDED.

VOTE: 3-0.

Teresa Wilson, County Counsel, remarked that this emergency meeting was called on less than 24-hours notice to the public, but was necessary due to the extreme conditions that prevailed overnight which did not provide the opportunity to provide 24-hour notice.

Jim Gangle, Assessor, stated that his department is responsible to put together preliminary damage assessments and that staff are beginning this task at this time.

There being no further business, this meeting adjourned at 10:15 a.m.
