Commissioner Anna Morrison presided with Commissioners Bill Dwyer, Bobby Green, Sr., Peter Sorenson and Cindy Weeldreyer present. County Administrator Bill Van Vactor, Assistant County Counsel Stephen Vorhes and Recording Secretary Melissa Zimmer were also present.

2. REGULAR BUSINESS
a. ORDER 01-2-21-1H/In the Matter of Authorizing the Execution of the Purchase Option Agreement on the Property and Improvements Located at 975 and 995 West Seventh Avenue in Eugene, Oregon.
Jim McCoy, HACSA, explained this item would allow them to proceed with the acquisition of property located at 975 and 995 W. Seventh in Eugene.
Susan Ban, Shelter Plus Care, stated the program had been operating for seven years and it is a federally subsidized program, providing vouchers for adults with persistent mental illness who, without some sort of community supported housing, would be in a state hospital or a more restrictive setting. She said the tenants could live fairly independently with this housing and need staff support on a daily regular basis to keep them stable on their medication. She noted most of these people had been homeless within the past three years and they come through the program through the Royal Avenue Shelter or the Safe Haven Program. She noted this program helps with skills and appropriate integration with the community. She said they have slots that could serve 65 people. She added the neighbors had created a neighborhood watch and a stable residential force in the area that had been appreciated by the businesses and the landlords.
Dwyer agreed with this concept. He noted this was a worthy project with the people being able to benefit. He asked McCoy to be diligent about repairs as it is public money and they need to do the project as reasonable as possible.
MOTION: to approve ORDER 01-2-21-1H.
Green MOVED, Sorenson SECONDED.
Green stated he was comfortable approving this order. He noted that they do quality work in getting people accommodated and this is a good fit for the community.
