Commissioner Anna Morrison presided with Commissioners Bill Dwyer, Bobby Green, Sr., and Peter Sorenson present.Cindy Weeldreyer was present via telephone.County Administrator Bill Van Vactor, County Counsel Teresa Wilson and Recording Secretary Melissa Zimmer were also present.

 

a.Approval of Minutes:

May 3, 2000, Board of Health, 9:00 a.m.

 

MOTION: to approve the Minutes of May 3, 2000.

 

Dwyer MOVED, Green SECONDED.

 

VOTE: 5-0.

 

b.REPORT/Semi-Annual Board of Health Report.

 

Karen Gaffney, Health and Human Services, stated this report covered their winter period, and included a public health communicable disease portion.She indicated there was a shortage of flu vaccines.She affirmed four cases of meningococal disease, with one death of a student from the University of Oregon.She reported there had been tuberculosis (80 cases) in the community, but the cases had been contained.

 

Gaffney said they had been working collaboratively with community partners, leveraging what they could in the rural areas.She said they had also been working with prevention.

 

Gaffney reported there had been progress with heroine.She noted the death rate had gone down and believed their prevention projects played a role in solving the heroine problem.

 

With mental health, Gaffney said they have an increasing capacity problem throughout the system.She said the ability to provide services at Coburg Road is limited, as they donít have the space for the mental health specialists to do the work they need to do.She said they do not have services for children.

 

Sorenson asked how difficult it would be to have two types of statistics added to the report on cancer and cancer clusters, where people live in a particular area with higher incidents of the disease.He said violence was a public health issue and he wanted that reviewed as well.

Gaffney said she would look at incorporating those subjects into the next report.

 

There being no further business, Commissioner Morrison adjourned the Board of Health and 11:45 a.m.
