SPECIAL MEETING

Commissioner Anna Morrison presided with Commissioners Bill Dwyer, Bobby Green, Sr., Peter Sorenson and Cindy Weeldreyer present.  County Administrator Bill Van Vactor, County Counsel Teresa Wilson and Recording Secretary Melissa Zimmer were also present.

 

1. INTERVIEWS/Three to Five Candidates for Senate Seat District 21. 

 

The Board interviewed Bill Morrisette, Rick Henson and Terry Beyer.

 

2. DELIBERATIONS/Following Interviews.

 

The Board deliberated following the interviewing of the three candidates. 

 

MOTION: to move to appoint Bill Morrisette fill the unexpired term of Senator Lee Beyer.

 

Dwyer MOVED, Sorenson SECONDED.

 

With regard to the process, Wilson explained the Board had to give a roll call so Exhibit A (vote tabulation) could be completed where they would state their choice for the candidate.  She added the Board had to also adopt the order.  She said there were two actions that needed to take place.

 

Sorenson wanted the motion amended to be a roll call for the commissioners to state their preference on the candidates.  Then he would second the motion.

 

Dwyer accepted it as an amendment and Sorenson accepted as a second.

 

Morrison stated that Terry Beyer was her choice to represent Lane County.

 

ROLL CALL VOTE:  Green voted for Morrisette, Sorenson voted for Morrisette, Weeldreyer voted for Morrisette, Dwyer voted for Morrisette, Morrison voted for Terry Beyer.

 

4-1 (Morrison dissenting).

 

3. ORDER 01-9-18-1/In the Matter of Filling the Vacancy in the Legislative Assembly, State Senate, District 21

 

MOTION: to move ORDER 01-9-18-1.

 

Dwyer MOVED, Sorenson SECONDED.

 

VOTE: 4-1 (Morrison dissenting).

 

4. OTHER BUSINESS

 

Weeldreyer said it was important that the Board act as one body to direct the Redistricting Task Force to forward more than one scenario to the Board in adjusting the commissioner district boundaries.   She asked if there was a willingness to ask for more than one scenario by the committee for their consideration.

 

Dwyer concurred with Weeldreyer.

 

Sorenson concurred.

 

Weeldreyer noted the committee was moving in the direction of only one scenario.  She reiterated that the Board wanted to see more than one option on boundaries.

 

Green wanted the committee to be allowed to do its work.

 

Dwyer wanted more than one option.

 

Morrison stated this would be passed onto the Reapportionment Committee.

 

There being no further business, Commissioner Morrison adjourned the meeting at 11:45 a.m.
