BOARD OF COMMISSIONERS' REGULAR MEETING
Harris Hall Main Floor - 9:00 a.m.
Chair Jerry Rust presided with Steve Cornacchia, Ellie Dumdi, Bobby Green, Sr. and Cindy Weeldreyer present. Sharon Giles, Recording Secretary.
Rust introduced elected officials and department heads who were present in the audience.
RECOGNITION BY THE CHAIR
Rust presented awards from the Chair to: 1) Sky Chamard, for his years of service on the Roads Advisory Committee; 2) Scott Engstrom, for his years of service on the Metropolitan Wastewater Management Commission; 3) Guadalupe Quinn, for her work with the Diversity Task Force; and 4) Emily Schue, former Eugene City Councilor.
STATE OF THE COUNTY ADDRESS
Rust presented the annual State of the County address (see verbatim copy on file.) He commented that the good news is that Lane County's investments are sound, there is an O & C guarantee for a period of time, and the local economy is relatively strong. Rust concentrated his speech, however, on the issue of the dramatic rise in youth violence, noting that is a top priority for local citizens. He highlighted programs already in place and a potential action plan to strengthen the infrastructure of the local juvenile system, asking that 1995 be the year of the Youth Campus. Rust also stressed the need to focus attention on youth not yet in the juvenile justice system by promoting efforts that deliver services to families. He emphasized the problems of adult criminology, observing that the District Attorney and Sheriff's offices are stretched thin. Rust noted the need to increase the level of police protection in rural Lane County.
Rust expressed his wish for a clean, simple, honest, fair and balanced budget process for the coming year, stating that it is less important to get new revenue than to restore faith and credibility between the people and their government. He remarked that his second wish is that the criminal justice system will be strengthened. He closed by explaining that Lane County has a strong team that will do whatever it can to become more efficient and responsive to the average citizen.
ELECTION OF THE CHAIR
Cornacchia nominated Dumdi to become Chair of the Board for 1995. Green seconded. VOTE: 5-0.
ELECTION OF THE VICE-CHAIR
Dumdi nominated Cindy Weeldreyer to become Vice-Chair. Green seconded. VOTE: 5-0.
Rust was recognized for his service as Chair for 1994. He was presented with a engraved gavel, a tie and a pair of reading glasses.
RESOLUTION 95-1-11-23/In the Matter of Resolving that Jerry Rust will be Fondly Remembered as the Board of Commissioners' "No Problem, I Can Never Get Enough Public Comment!" Chairperson Kind of Guy.
MOTION: Approval of the Resolution. Green MOVED, Weeldreyer SECONDED. VOTE: 5-0.
There being no further business, this meeting adjourned at 9:50 to a reception in the Board of Commissioners' Conference Room.
