Chair Cindy Weeldreyer presided with Steve Cornacchia, Ellie Dumdi, Bobby Green, Sr. and Peter Sorenson present. Zoe Gilstrap, Recording Secretary.

Weeldreyer announced that there was a change to this agenda. Item 5.a. on the Board of Commissioners’ Agenda has been moved to the Housing Authority agenda and will be taken before the Consent Calendar.

2. ORDER 97-7-9-1/In the Matter of Authorizing the County Administrator to Execute the Intergovernmental Agreement to Continue Lane County Participation in the Intergovernmental Housing Policy Board. (James R. McCoy)

McCoy gave an overview of this item (see material on file). He explained that this order would continue Board participation as the Housing Authority Board and as the Lane County Board in the intergovernmental Housing Policy Board for three years from the last date of signature. McCoy stated that the cities of Eugene and Springfield have already approved execution of the document.

Van Vactor encouraged the Housing Policy Board, due to changes in local government finance and BM50 and because tax exemptions now affect revenue to the local governments, to look at a change for the future of the different programs and perhaps to increase the emphasis on home ownership programs. He acknowledged that this is difficult and complex issue.

Green voiced his agreement to pursue different strategies to increase home ownership for all the right reasons without trying to change the goal of the Housing Policy Board but did not want to send a message to change goals for purely a financial reason. He said he will raise this issue at the next Housing Policy Board meeting if there is Board support.

There was consensus that Green should have this policy discussion with the Housing Policy Board.

c. ORDER 97-7-9-2H/In the Matter of Accepting Bids and Awarding Contracts for the Weatherization of Homes, Phases 97W-0047 and 97W-0048.

d. ORDER 97-7-9-3H/In the Matter of Approving the Operating Budget and Calculation of Performance Funding System Operating Subsidy for the Fiscal Year Ending September 30, 1998.

MOTION: Approval of the Consent Calendar

Dumdi MOVED, Green SECONDED. VOTE: 5-0.
