SPECIAL MEETING - BOARD OF COMMISSIONERS
Commissioners' Conference Room - 12:00 Noon
Commissioner Bobby Green, Sr., presided with Commissioners Bill Dwyer, Peter Sorenson and Cindy Weeldreyer present. Anna Morrison was excused. County Administrator Bill Van Vactor, County Counsel Teresa Wilson and Recording Secretary Melissa Zimmer were also present.
Third Reading and Ordinance No. 10-99 Amending Chapter 10 and 16 of Lane Code to Add Provisions Prohibiting Off-Premise Signs Along the South Lane Scenic By-Way Tour Route, Lane Code 10.025 and 16.005.
Jim Mann, Land Management, stated he found out that the County can make site-specific exceptions for commercial and industrial properties along the tour route. He said they have identified three concentrations of commercial and industrial property and specifically exempt them in the ordinance. He handed out a map of the locations (copy in file).
Weeldreyer asked if this was verified with ODOT, where the gaps were not of such a magnitude that it would defeat the purpose.
Lloyd Holtcamp, Public Works, responded as long as they are small gaps, there are no objections.
Weeldreyer noted the gap is approximate five to eight miles long and wondered if the application would be rejected because the gap is not a rural intersection.
Mann responded they found there was not that much commercial or industrial in that stretch of highway.
Weeldreyer noted the the correct spelling of the road in the ordinance is Layng.
Vorhes stated they were deleting or taking out portions of the ordinance that were covered, and this not being a substantial change, makes it possible for the Board to take action today.
MOTION: to approve Ordinance No. 10-99.
Weeldreyer MOVED, Sorenson SECONDED.
ROLL CALL VOTE: 4-0.
There being no further business, Commissioner Green adjourned the meeting at 12:45 p.m.
