Commissioner Peter Sorenson presided with Commissioners Bobby Green, Sr., Anna Morrison and Cindy Weeldreyer present.  Bill Dwyer was excused.  County Administrator Bill Van Vactor, County Counsel Teresa Wilson and Recording Secretary Melissa Zimmer were also present.

 

1. PUBLIC COMMENTS

 

None.

 

2. REGULAR BUSINESS

 

a. ORDER 00-12-6-1H/In the Matter of Authorizing the Executive Director to Enter Into a HOME Interim Loan Agreement with the City of Eugene to Assist with Construction Financing for Sheldon Village (Phase 1).

 

Jim McCoy, HASCA, reported that Sheldon Village, Phase 1 is their most recent development and it uses low income housing tax credits with permanent financing and other subsidizes.  He said this Board Order is one of many that will finalize the financial package. He noted the second Board Order would amend their partnership agreement and would bring in the proceeds from the sale of the low-income housing tax credits.  He said that completion of the project should be by September or October of 2001.  He noted that the City of Eugene has home funds that are committed to other projects but they indicated a willingness to loan those funds as an interim construction loan, provided they can assure that whenever they want those funds, HACSA could pay them.  He said the Board Order is for authorization to enter into a line of credit with Centennial Bank to repay the City of Eugene.

 

MOTION: to approve ORDER 00-12-6-1H.

 

Green MOVED, Weeldreyer.

 

Morrison stated she would support this, but thinks there are problems with costs.  She didn’t deny there was a need for affordable housing in Lane County, but she questioned how this was put together.

 

VOTE: 3-1 (Morrison dissenting.)

 

b. ORDER 00-12-6-2H/In the Matter of Authorizing the Executive Director to Enter Into a Line of Credit Agreement with Centennial Bank to Assist with the Construction Financing for Sheldon Village (Phase I).

 

Morrison asked why Munsel Park in Florence was included.

 

McCoy noted it was in error and it should read Sheldon Village.

 

MOTION: to approve ORDER 00-12-6-2H.

 

Morrison MOVED, Green SECONDED.

 

VOTE: 4-0.

 

3. CONSENT CALENDAR

 

a. Approval of Minutes:

November 21, 2000, HACSA, 9:00 a.m.

 

MOTION: to approve the Consent Calendar.

Weeldreyer MOVED, Green SECONDED.

 

VOTE: 4-0.

 

4. EXECUTIVE SESSION as per ORS 192.660

 

None.

 

There being no further business, Commissioner Sorenson adjourned the meeting at 9:18 a.m.
