HOUSING AUTHORITY AND COMMUNITY SERVICES AGENCY

Commissioner Peter Sorenson presided with Commissioners Bill Dwyer, Bobby Green, Sr., Anna Morrison and Cindy Weeldreyer present. County Administrator Bill Van Vactor, County Counsel Teresa Wilson and Recording Secretary Melissa Zimmer were also present.

a. DISCUSSION AND EVALUATION Chris Todis, HACSA Executive Director.
Chris Todis, Executive Director, HACSA reported that things with HUD were changing rapidly with regulations and computerization that require new software and training. He said next year will be a busy year.
Morrison requested that people who put together evaluations include a summary. She noted some comments were in the middle with no reasoning. Her concern was how the evaluation was handled. She hoped there would be a true evaluation performed of the contractors who constructed the projects. She added that names were mentioned for the evaluating, but it didnt identify what their affiliation was to HACSA.
Todis responded the people evaluating him were the same people from the past five or six years.
Dwyer noted the job Todis has is a tough one, as his client base is difficult and the department doesnt use any general fund money. He added there is a lot of red tape they have to come up against. He said he was disappointed about the cost of housing, but it had nothing to do with Todis performance. He noted that Todis performs his job in a remarkable way and hoped he continues doing the same.
Green stated that Todis is responsive with the communication he receives from him. He said Todis listens to concerns that he receives from tenants in the units and deals with them in a timely manner. He added Todis handles many issues of controversy well at the Board level. He noted the communications he has received from HUD have been complimentary about HACSA. He said that the developments are high quality and entirely different from other places. His challenge to Todis was to attend the leadership meetings and become part of the leadership team. He looked forward to working with Todis in the future.
Weeldreyer echoed the comments about contracting projects. She said she was satisfied with his managerial and leadership skills. She added that Todis is moving forward with new development and giving more scrutiny to contract processing. She said that Todis has shown initiative with Lane Community College student housing, as it is a resource that needs to be used. She would place Todis in the exceptional category as he continues to improve.
Sorenson stated the agency and administrator were being evaluated simultaneously and trying to distinguish the executive director and agency is difficult. He said that he finds Todis to be an excellent administrator. He appreciates his responsiveness and his delegation of work. He added the reason the people at HACSA are motivated is due to Todis leadership. He noted that personal communication with the Board is important and suggested Todis could possibly meet with the Board quarterly. He agreed with Weeldreyer that his overall rating is exceptional.
Todis appreciated the input from the Board. He said he will be present more as there are changes with the agency and his administrative plan will need to be changed.
Green suggested a contract salary raise.
Todis responded he didnt receive one last year, but that he would appreciate a small increase this year.
Sorenson stated that the contract and salary raise would be put on the agenda to be brought back.
Morrison recommended redrafting the evaluation form and adhering to the timeline on Todis evaluation.

MOTION: to approve the Consent Calendar.
Morrison MOVED, Weeldreyer SECONDED.

There being no further business, Commissioner Sorenson adjourned the meeting at 9:25 a.m.
