The Goshen Region Employment and Transition (GREAT) Plan 

What's New:


On June 4, 2013 the Board of County Commissioners (BCC) adopted the GREAT Plan, including:

  1. A legislative post-acknowledgement plan amendment (PAPA) to take a reasons exception to Statewide Planning Goal 14, Urbanization, to allow urban levels of industrial development on the existing Rural Industrial (RI) zoned lands.
  2. Amendments to the Lane County Rural Comprehensive Plan (RCP) changing the zoning from Rural Industrial (RI) to General Industrial (GI) and Light Industrial (LI) in the Unincorporated Community of Goshen.
  3. Amendments to the Lane Code (LC) Chapter 16 to establish new zoning code provisions to regulate new urban level development in Goshen.
  4. Zoning map amendments to reflect the new proposed zones for the Goshen Industrial land.

The Board of County Commissioners (BCC) will conduct a sixth reading, deliberations and possible adoption on the GREAT Plan on Tuesday June 4, 2013 at 10:00 a.m.  The complete packet of ordinances, findings and code language being considered by the BCC can be found

The Board of County Commissioners (BCC) will conduct a fifth reading and deliberations on the GREAT Plan on Tuesday May 14, 2013 at 10:00 a.m.  The most current version of the code language being considered by the BCC can be found here.

On April 30, 2013 the Board of County Commissioners (BCC) conducted a fourth reading and deliberations on the GREAT Plan.  The BCC set a fifth reading and deliberations for Tuesday May 14th, 2013 at 10:00 a.m. in Harris Hall at the Lane County Public Service Building, 125 E. 8th Avenue, Eugene.  The written record for this matter is open and the public is encouraged to submit comments to staff by Monday May 6th, 2013 for consideration in the written recommendation to the BCC.

At the March 29, 2013 public hearing the BCC took public testimony and closed the public hearing.  The written record was left open until Tuesday April 9, 2013 at 5:00 p.m.  The BCC scheduled a third reading and deliberations on this matter for Tuesday April 16, 2013 at 1:30 p.m. at the Lane County Public Service Building, 125 E. 8th Avenue in Eugene, in Harris Hall.

The Board of County Commissioners (BCC) is holding a public hearing on Tuesday March 19, 2013 at 1:30 p.m. on the proposed changes for the GREAT Plan.  The proposal is to consider the following items.

  1. A legislative post-acknowledgement plan amendment (PAPA) to take a reasons exception to Statewide Planning Goal 14, Urbanization, to allow urban levels of industrial development on the existing Rural Industrial (RI) zoned lands.

At the continued public hearing on November 13th, 2012 the Lane County Planning Commission (LCPC) closed the public hearing and left the written record for the matter open until 5:00 p.m. Tuesday November 27, 2012 for submittal of any additional written materials or testimony.  The LCPC will hold deliberations on the matter on Tuesday January 8, 2013 at 7:00 p.m.

Third Public Open House: Wednesday November 16
 
Lane County held a third open house to discuss increasing commercial and industrial development in Goshen. The purpose of this open house was to review draft code language, ask questions, and provide comments prior to the matter moving forward to a public hearings process. The draft code presented at this meeting is available for download, below. Comments regarding the draft are welcome and should be directed to the Land Management Division staff contact listed at the bottom of this page.

Second Public Open House: Wednesday June 22, 2011

Lane County held a second open house to report back on the comments received since the first open house, explore potential ways for increasing commercial and industrial development in Goshen, and receive additional feedback.

Background

 

On February 9, 2011, the Lane County Board of Commissioners (BCC) directed the Land Management Division to initiate a Post Acknowledgement Plan Amendment (PAPA) process to seek an exception to the Statewide Planning Goal 14, Urbanization, to allow an increased  level of employment uses to develop within the Unincorporated Community of Goshen (Goshen). 


The first step of this process is to conduct public out reach with the community of Goshen.  There will be multiple opportunities to participate and provide feedback on this process.
