Stray Cats: Rules and Recommendations
Lane County has a large stray and feral cat population. It is estimated that there are approximately 40,000 stray or feral cats in our area. LCAS is working towards a day when there will be no more homeless cats but we need help from the community to accomplish this. Be responsible pet owners, have your cats spayed or neutered to reduce the number of unwanted kittens. Microchip your cat so they can be returned home if found/picked up by a concerned citizen.

LAWS
Currently, Lane County does not have any cat ordinances.
Lane County Animal Services provides services for the unincorporated areas of Lane County and the City of Eugene. LCAS takes in adoptable stray cats and sick or injured cats from our jurisdiction only.
Stray-Found: Although a cat "just shows up" on your property, once you assume
responsibility for the animal by feeding and caring for it, after a period of time, it is no longer stray. A cat is legally owned after the finder has cared for it for 3 months. LCAS does not pick up stray or unwanted cats unless they are seriously ill or injured.
Owned-Found: It is unlawful to keep or dispose of a cat that has a known owner. Harboring or disposing of a cat that has an owner could result in a charge of theft against you. If you find a cat that appears to be owned the best thing to do is leave it where you found it so that it can find its way home.
Cat Intake/Impound Fees
Stray: The fee for taking in a stray cat is $20 per adult cat or $20 per litter of kittens under 4 months old. If you have found a stray cat and wish to bring it into the shelter you will need to be willing to join the Stray Cat Program. More info...
Unwanted (Owned): LCAS no longer accepts owner released cats. Please contact Greenhill Humane Society if you need to surrender your cat to see if they have space.
Community Cats: (Feral Cats) LCAS does not accept healthy Community Cats. Instead we have joined forces with Greenhill Humane Society and the local vet community to create the Feral Fix Program. Healthy Community Cats are Trapped/Neutered/ Returned (TNR) to live out their lives as healthy as possible and to stop the overpopulation problems we now face. It is our goal to alter 70% of the Community Cats within five years in the hopes that within 10 years we will see an end to the homeless cats in our communty. More info...
Note 1: Cats found in apartment complexes or mobile home parks will not be accepted from these residences unless brought in by the Manager or Manager's designee with written consent. Applicable fees will apply.
Note 2: We scan all of our impounded animals for mircochips. We will make every attempt to contact the owner in a timely manner. We HIGHLY RECOMMEND that you get your cat a chip implant. Check with your local veterinarian for cost and procedures.
Return to Owner: Impound fees will not be charged if you claim your cat within one (1) business day. A $25 impound fee + $12 per day board will be charged if not claimed within 1 business day. An ID tag will be required before a cat can be returned to its owner.
