2014 Open Enrollment

What is Open Enrollment?

Open Enrollment is the time each year that the health insurance program renews with the insurance provider.  During this time, state or federal legislation changes, carrier administrative changes and labor negotiated changes become effective with the renewal of the group plan.

This is also a time when you can move between the two medical and/or dental programs.

 

Do I need to do anything if I’m not making changes?

No, if you are staying with the same medical and dental programs and are not adding or deleting dependents to your coverage, you do not need to complete any paperwork or take any action. Your current elections will roll forward to the January 1, 2014 – December 31, 2014 plan year.

 

How do I make plan changes?

Complete and return the Retiree Open Enrollment Change form (below). Forms must be received no later than 5:00 PM on Friday, November 29th, 2013.

 

Can I add dental insurance?

No. Dental can only be elected at the time of retirement and is available for only 18 months. If you currently have dental coverage and wish to switch between plans, you can do so by completing the Retiree Open Enrollment Change form (below).

 

Premium Rate Changes

The next premium rate increase will be August 1, 2014 and will run from August 1, 2014 – July 31st, 2015. New rate notification will be sent out from Lane County in July 2014.

 

2014 HSA County Contributions

Effective January 1, 2014, Lane County will use the following schedule on HSA contributions for County Paid retirees.


Admin Pro, Local 626 & Prosecuting Attorneys 

$1500.00 lump sum contribution available on January 3, 2014


FOPPO

$375.00 quarterly contributions on January 1st, April 1st,
July 1st, and October 1, 2014.

Contributions will be made on the 1st of the month with funds available in two business days.

In the event the 1st day of the month falls on a weekend, contributions will be made on the 1st working day of the month with funds available two business days later.


 AFSCME, AFSCME Nurses, LCPOA & Non-Rep

 $125.00 per month contribution

What is the maximum I can contribute to my HSA account for 2013?

The maximum allowed for an individual in 2014 is $3,300.  The maximum allowed for a family in 2014 is $6,550.  The “catch-up” contribution for those who are age 55 or older will remain $1,000 for 2013.

NOTE: The IRS maximums are inclusive of the amount the County will contribute to the HSA account.

HSA 1099 SA Forms

1099-SA forms will be available through US Bank’s consumer online portal under the Notifications Tab towards the end of January. If you have an email on file with US Bank, they will send an email letting you know when it is ready to view and you can print it off.

If you don’t have an email on file, a letter will be sent to your mailing address advising the tax form will be online. Please contact US Bank’s consumer services team at 1-877-470-1771 if you have questions about their 1099-SA forms.
