(1)  Includes normal permit administration, two inspections and an additional form inspection in the case of a concrete driveway apron.

(2)  Public Benefit includes those events which do not involve the charging of admission or fees for attendance at the event or concession sales of food and drink within the public right of way.

(3) Estimated average permit costs. A minimum non-refundable application fee of $250 will be required on ALL permits. This initial deposit will go toward the actual costs incurred to process the permit. In some cases, permit fees may not be determined until the permit has been fully processed. Total cost shall be based on the actual costs incurred, including hourly costs for Direct Labor in addition to Operating Overhead.



 






 

 

 

 



 

 

 

 

 

 

 

Lane County, Public Works Department is the place to obtain permits for activity within the right of way of a road that is under the jurisdiction of Lane County.  The authorization is granted by the Board of County Commissioners, in Lane Code, Chapter 15.205, in accordance with ORS 374.305-374.340

Facility Permit Application - This permit is used for placement of facilities within the public right-of-way and substantial alteration of such facilities.  Such facilities include, but are not limited to, approach roads, utility placements, structures or any other facility, thing or appurtenance.  This permit is also used for other such activities as installations within public right-of-way.  This includes, but is not limited to, loading logs along County roads, special activities as bike-a-thons or the like which would require special conditions for use of the public roads or right-of-way. Permits are not issued on roads classified as Local Access Roads (LAR's).

Special Events Permit Form - This permit is issued when individuals or groups plan events that will be held within Lane County road rights-of-way including parades, bicycle races, marathons, etc.

Special Transportation (Heavy Haul) Permits -   This permit is issued for movement of loads upon public roads, in excess of standard limits established by State law and in excess of standard load limits as posted by the Department of Public Works, by the Director, in accordance with, ORS 483.502-483.528 and any other applicable laws, rules and regulations.  The cost of this permit is $8.00.

Lane County is also an agent to ODOT to issue Continuous Operation Variance Permits, (COVP).  COVP is an annual transportation permit that is valid in multiple jurisdictions in Oregon.  It can be issued for all 36 counties in Oregon and ODOT roads. The cost of this permit is variable by each jurisdiction plus $5.00 service charge per permit.

Other Permits - Separate permits may be required from federal, state or local agencies that have enacted regulations of ordinances regarding protection of the environment and preservation of natural resources. The Permittee is solely responsible for complying with said regulations or ordinances, if applicable.  Issuance of a Facility Permit does not ensure that the applicant’s proposed actions comply with the Federal Endangered Species Act, 16 U.S.C. 1531 et seq. (ESA), nor release the applicant from responsibilities or requirements under any other federal, state or local environmental stature, regulation or permit.  In the event of differences of conflicts between the conditions of the Facility Permit and any such laws, rules or regulations, the more restrictive shall apply.
