Municipal stormwater within the Eugene-Springfield urban growth area is regulated in accordance with the Clean Water Act through the National Pollutant Discharge Elimination System (NPDES) administered by the Oregon Department of Environmental Quality (DEQ).  Lane County maintains a municipal stormwater permit for areas located between the city limits of Eugene-Springfield and the Urban Growth Boundary.  The County is required to implement programs to address the following six Miniumum Control Measures:  

  1. Public Education & Outreach
  2. Public Involvement & Participation
  3. Illicit Discharge & Elimination
  4. Construction Site Stormwater Control
  5. Post-Construction Stormwater Management
  6. Pollution Prevention in Municipal Operations

Lane County's Stormwater Pollution Management Plan (SWMP) describes the actions the County undertakes to comply with the National Pollutant Discharge Elimination System (NPDES) Phase II Municipal Stormwater Permit issued by the DEQ. 

Construction by the Lane County Public Works Department is regulated by the Department of Environmental Quality in accordance with the County's 1200-CA Stormwater Discharge Permit for Construction Activities. The permit can be viewed here: NPDES 1200-CA
