The Lane County Board of Commissioners approved proposed code changes for Ambulance Services Areas or ASA, requiring assigned ASA providers to be responsible for managing non-emergency and inter-facility transfers within their assigned ASA. The vote was 3-2 with Commissioners Bill Fleenor and Bill Dwyer dissenting.

ASA providers are charged with making sure the service is provided, and this charge includes the ability to subcontract with private companies to best meet the needs of community members within their service areas.

The changes bring Lane County’s ASA Plan into compliance with Oregon Administrative Rules. The changes also reflect the unanimous consensus of all assigned ambulance service area providers in Lane County and were recommended by County staff.

Background

Lane County’s Ambulance Service Area Plan was first approved in 1987. In June of 2009, Lane County Health & Human Services received a request from the Lane County Fire Defense Board to review Lane County’s ASA Plan to bring the plan into compliance with Oregon Revised Statute 333-260, which requires plans to address pre-arranged non-emergency and inter-facility transports.
