LANE COUNTY IS SEEKING INPUT ON PROPOSED OUTDOOR EVENT RULES

Lane County is considering new regulations of large outdoor events after hearing concerns from residents that highlighted gaps in existing statutes. The County is asking for feedback to determine what the new regulations should look like.

Currently, under Oregon law, counties are not required to issue "mass gathering" permits for events or assemblies with fewer than 3,000 people. The law provides the flexibility for counties to define what number of attendees would constitute a mass gathering and to establish local rules to ensure that minimum health and safety requirements are being met.

"If not properly organized and managed, events with only a few hundred people could create serious life-safety concerns and impact both surrounding property owners and the county road network," said Keir Miller, Senior Planner with the County Land Management Division. ‘This is why several other counties have chosen to adopt permitting requirements for events well below the state’s 3,000 person threshold," said Miller.

At a work session on February 25, staff presented a draft concept of the new regulations.

The draft regulations would require event organizers to obtain a license from the county and meet certain traffic, sanitation and fire prevention standards if the event they are proposing is anticipated to attract more than 300 attendees.

"These initial rules were drafted as a discussion starting point, based on models we have seen working in other counties. We want to make sure any new rules work for Lane County, and we encourage residents to provide feedback," said Miller.

Lane County will hold listening sessions on the subject and has also set up a project website and online survey where residents can view draft materials and provide feedback. The project website and online survey can be accessed by clicking here or by going to: www.lanecounty.org
