Road Report 
 
 
For the Week of August 31, 2014

Major road construction is scheduled for the week of August 31, weather permitting. Use caution in work zones and obey traffic control signage and flaggers. Links to additional project information can be found at www.keepusmoving.info.

CITY OF EUGENE:
1st Avenue W. (Van Buren St. to Washington St.): Paving is complete. Expect contractor to remain in the area for cleanup, landscaping and miscellaneous work items. Permanent striping schedule to be determined soon.

13th Avenue W. (Garfield St. to Polk St.): Reconstruction work shifts to the north side of the street. Expect lane and parking closures around the work. More project information at www.eugene-or.gov/traffic.

30th Avenue E. (at University St.): Contractor will continue work near 30th Avenue and University Street. Expect periodic lane restrictions and sidewalk closures. Watch for construction traffic.

43rd Avenue E. (Dillard Rd. to N. Shasta Loop): Contractor will be constructing concrete road crossings. Traffic will be controlled by flaggers during work hours.

46th Avenue E. (Willamette St. to Donald St.): Paving is complete. Minor work remains and construction traffic to Donald Street will continue for a couple of weeks. No lane closures are scheduled.

Amazon Channel (24th Ave. to Lane County Fairgrounds): Repair and maintenance work in the Amazon Channel will continue. Watch for construction traffic.

Broadway E. (Pearl St. to Franklin Blvd.): Paving has been delayed to late August or early September.

Coburg Road (Ferry Street Bridge to railroad viaduct): Expect one more night of lane closures to install permanent striping.

Dillard Road (E. Amazon Dr. to E. 43rd Ave.): Contractor will be adjusting valves and manhole lids and doing other finish work. Expect lane closures with equipment and workers in the street.

Donald Street (46th Ave. to Fox Hollow Rd.): Pavement grinding and paving is scheduled Wednesday through Friday to complete base lift paving. Top lift paving will occur the following Monday and Tuesday, barring any delays. Traffic will be configured in a southbound direction only for most of the work hours of 7 a.m. to 7 p.m. Saratoga Street will be a detour for much of this work but there will be some times that traffic will need to take Fox Hollow Road toward Amazon Drive. All paving is expected to be completed the week of September 8. Watch for flaggers and try to use detours around the work whenever possible.

Fern Ridge Multi-Use Path (Chambers St. to Hayes St.): The portion of the path through Garfield Park is closed for an extended period of time to allow trucks and equipment to access the Amazon Creek Stabilization and Enhancement project. Cyclists and pedestrians are detoured onto 15th Avenue between Chambers and Garfield streets.

Firland Boulevard (Spring Blvd. to North Shasta Loop): Contractor will be adjusting valves and manhole lids and doing other finish work. Expect lane closures with equipment and workers in the street.

Goodpasture Island Bridge (at Goodpasture Island Rd. and Delta Hwy.): Work continues on the center bridge supports in the Delta Highway. Travel lanes on the Delta Highway have been shifted to accommodate the work zone. There is construction speed limit of 45 MPH on the Delta Highway through the construction zone. Please slow down and use caution. There are no other lane restrictions planned. Foundation work continues on both sides of the bridge. Miscellaneous work will continue in the shoulder areas and embankments. Please watch out for equipment and trucks entering the roadway. The Goodpasture Island Road overpass continues to be closed to pedestrians. Bicyclists should merge into traffic if they feel comfortable doing so. Please find alternate bicycle/pedestrian routes if possible.

Green Acres Road (Applewood Ln. to Delta Oaks Dr.): Contractor will continue electrical work at the new pedestrian island. Watch for construction traffic.

Hatton Avenue, Evergreen Drive, Manzana Street: Contractor will be installing storm water piping and manholes in Hatton Avenue from east of Evergreen to Hatton Avenue. Watch for construction traffic.

Monroe Street (at W. 1st Avenue): Ramp work and panel work may cause one lane/one way traffic. Watch for flaggers.

Olive Street (11th Ave. to 13th Ave.): Paving has been delayed due to the adjacent private development. Paving is tentatively rescheduled to early September. Reader board signs will be placed five days in advance of the paving.

Olive Street (between 12th Avenue and 13th Avenue): Street and sidewalks are closed due to apartment building construction. More information can be found at www.eugene-or.gov/CapstoneClosures

River Road (Maxwell Rd. to Rosetta Ave.): Watch for construction traffic as work continues near Hatton Avenue.

Shasta Loop N. (E. 43rd Ave. to Firland Blvd.): Contractor will be adjusting valves and manhole lids and doing other finish work. Expect lane closures with equipment and workers in the street.

West Bank Path (at Copping Ave.): Contractor will continue excavation in the natural area west of the path between Maynard Avenue and Copping Avenue. Watch for construction traffic.

City of Eugene Public Works road maintenance, at various locations:
Watch for flaggers. Expect lane shifts and minimal delays. (Schedule may change due to weather.)

  • Alder Street, Broadway to 18th Ave.
  • Amazon Parkway, East 29th Ave. to Hilyard St.

  • Polk Street, Amazon Bridge to 18th Ave.

LANE TRANSIT DISTRICT:
West Eugene EmX Project: During daytime hours, travel on Charnelton Street between West 7th and 8th avenues may be restricted to one southbound lane and on-street parking may be closed while crews relocate utilities.

SPRINGFIELD:
35th Street and Main Street: Construction will begin September 8 on installation of a new pedestrian crossing signal. Be prepared for delays and flaggers directing traffic.

41st Street and Main Street: Construction will begin September 8 on installation of a new pedestrian crossing signal. Be prepared for delays and flaggers directing traffic.

S. 2nd Street (S. ‘A’ St. to S. ‘E’ St.): Construction continues on the replacement of a sanitary sewer pipe. Lanes on South 2nd from South ‘A’ to South ‘E’ streets are reduced to one way traffic. Be prepared for delays and flaggers directing traffic.

S. 70th Street (from the intersection of Main St. to Jessica Dr.): Paving continues. Lanes on South 70th Street from Main Street to Jessica Drive will be reduced to one way traffic. Be prepared for delays and flaggers directing traffic.

S. Franklin Boulevard in the Glenwood area (from the intersection with Franklin Blvd. to E. 19th Ave.): Construction continues on the installation of a new sewer pipe. Both lanes of S. Franklin Boulevard from the intersection with Franklin Boulevard to Nugget Way are closed to through traffic. Access to local residences and businesses is allowed but expect some delays. Local and business traffic should follow detour signs on Henderson Street, 19th Avenue or Nugget Way for access within the closure.

LANE COUNTY:
Central Road, Veneta (Hwy 126, mile post 0.00 to south of Petzold Road, mile post 3.50): Construction activity will include driveway paving and shoulder rock placement. Road will remain open but traffic will be controlled by flaggers, as necessary. Expect minimal delays.

Layng Road, Cottage Grove (at mile post 0.20 from Mosby Creek Rd.): Mosby Creek covered bridge is closed until October 3 for rehabilitation project. Traffic should use Row River Road or Mosby Creek Road.

Knight Road, Veneta (Hwy 126, mile post 0.06 to Sheffler Road, mile post 3.89): Construction activity will include driveway paving and shoulder rock placement. Road will remain open but traffic will be controlled by flaggers, as necessary. Expect minimal delays.

Place Road, Fall Creek (mile post 0.0 to 0.1): Pengra Covered Bridge is closed for the duration of a roofing project. The road is closed at Pengra Covered Bridge through September 22. Traffic will detour onto Jasper-Lowell Road.

Richardson Upriver Road (mile post 0.69 to mile post 1.62, approximately 1 ¼ mile east of Stagecoach Rd.): Road will be closed September 3, 8:00 a.m. through 5:00 p.m. for culvert replacement. Richardson Upriver Road connects to Highway 126 on the east end and also at Austa Road and Richardson Road.

Siuslaw Road (mile post 42.0, approximately one half mile west of Fire Rd.): Traffic will be controlled with the use of flaggers while crews work on culvert replacement. Delays can occur in flagging areas for up to 20 minutes. A single lane bypass road will be available for use when construction crews are not on site.

LANE COUNTY CHIPSEAL/FOGSEAL PROGRAM:
Chip seal will be applied depending on weather and materials availability. Watch for flaggers. Expect 15 minute delays or seek alternate routes at these locations:
