What is this document?
This document is an initial study towards the development of final stormwater basin master plan for River Road Santa Clara.
Why is a stormwater basin master plan needed?
A stormwater basin master plan is needed to plan for stormwater system improvements and to provide a management strategy for stormwater that reflects the uniqueness of the River Road – Santa Clara stormwater basin.
What is a stormwater basin?
The term basin is typically used to refer to a defined surface area that drains to a common discharge point. However, for the purposes of this study, the term basin is used to refer to a specific study area (River Road – Santa Clara) which includes several discharge points, or drainage systems: A-1 Channel, Flat Creek, Spring Creek, East Santa Clara Waterway, and Highway 99.
What will the final stormwater basin master plan for River Road-Santa Clara include?
The final plan will include:
• Updated descriptions, data and maps describing the characteristics of the basin.
• A description of the stormwater-related problems and opportunities in the basin.
• A long term stormwater capital improvement plan for River Road – Santa Clara.
• A description of proposed stormwater development standards & waterway protection measures.
When was this document developed?
In 2002, when Eugene completed updated stormwater master plans for six of its seven stormwater basins, the city also developed this draft plan for the River Road – Santa Clara basin. It was not completed at that time, pending a formal partnership between Eugene and Lane County to address mutual concerns in the River Road/Santa Clara inter-jurisdictional area.
Are Eugene and Lane County working together on completing the basin plan?
Yes. In April 2004, Eugene and Lane County entered into a cooperative agreement related to stormwater services. Included in the agreement is a commitment to collaborate on completing the River Road - Santa Clara Stormwater Basin Master Plan. The City of Eugene, Lane County and URS Consultants are now in the process of updating data and analyses, conducting public outreach, and completing the plan.
When is the plan going to be completed?
The process is expected to be completed by approximately June 2006.
Is a printed copy of the Initial Study available for viewing?
Yes. Copies of the draft document are available for viewing at:

• Lane County Public Works (3040 N. Delta Highway)
• River Road Annex (1055 River Road)
• Santa Clara Community Center (2615 River Road)
• Eugene Public Library (100 W. 10th Avenue)
How can I get involved and provide input?
Eugene and Lane County would like input from residents and other interested persons on:
• Stormwater-related problems and opportunities in River Road – Santa Clara
• Photos taken during significant storm events
• Anecdotal information about the stormwater system
• The draft document: River Road – Santa Clara: Initial Study Towards the Development of a Stormwater Basin Master Plan (August 2002)"
• Updates to the draft document which will be presented at the community organization meetings and on the web site, as the staff work progresses.
