Commissioner Anna Morrison presided with Commissioners Bill Dwyer, Bobby Green, Sr., Peter Sorenson and Cindy Weeldreyer present. County Administrator Bill Van Vactor, County Counsel Teresa Wilson and Recording Secretary Melissa Zimmer were also present.

2. ORDER 01-11-27-1/In the Matter of Adopting Procedures for Selecting a Performance (Internal) Auditor.
Greta Utecht, Management Services, stated they added additional detail with regard to the process of scoring. She said if the Board wished to interview the candidates in Executive Session, then this order would need to be approved and it would establish the process under state statute that would allow them to move to Executive Session for the interviews. She noted the interview and selection process would be in Executive Session but the hiring process would take place in public.
Utecht recommended debriefing in Executive Session, discussing the candidates and then coming up with a recommendation to either instruct her to make an offer to one of the candidates or to look for other candidates. She said at that point it would become a public process.
Wilson recommended changing number six to read: "Deliberate and direct negotiations for the preferred candidate. " She added the board order provides direction to Utecht on terms in the offer. That is when the Executive Session would end. She added the last whereas would read: "The Board of County Commissioners wishes to conduct an interview process in an Executive Session."
MOTION:
to approve ORDER 01-11-27-1.
Dwyer MOVED, Green SECONDED.
VOTE: 5-0.
Green asked how urgent this is.
Utecht responded it was up to the Board, as the position is open. She noted they started with five candidates and lost two because they took other positions while Management Services was trying to design a process. She added if they were to go out again, they would use the same process to interview another pool of candidates quickly.
Dwyer wanted to make sure they chose the right person, and speed was not as important as the result.
Morrison concurred.
3. EXECUTIVE SESSION as per ORS 192.660/INTERVIEWS
To take place after the meeting.
There being no further business, Commissioner Morrison recessed the meeting into Executive Session at 9:30 a.m.
