Commissioner Bill Dwyer presided with Commissioners Bobby Green, Sr., June Gallagher, Anna Morrison, Judith Pothier and Peter Sorenson present.† Cindy Weeldreyer was excused.† County Administrator Bill Van Vactor, Acting County Counsel Marc Kardell and Recording Secretary Melissa Zimmer were also present.
Dwyer explained the Board is still the Housing Authority and Community Services Agency and they are also the Housing and Community Services Agency.† He stated in the future the agenda would reflect the Board doing business as the Housing and Community Services Agency.

2.† COMMISSIONERS' REMONSTRANCE
Sorenson announced that he spoke with the Rental Owners Association (a non-profit organization) in the Lane County area.† He explained to them about the Boardís change in governance and the presence of two resident commissioners.
3.† REGULAR BUSINESS
a.† REPORT/Review of Audit Report and Project Based Accounting Report.
Larry Abel, HACSA, explained that every year they present the audit report to the Board. He noted that for the first time they included in the report a management discussion and analysis.† He said the government accounting standards board Gasby 34 required it.† He noted they were one of the few housing authorities in the country to include it in their report.† He stated there were no findings and there had not been any in the past.
Pothier asked how HACSA achieves such high scores.
Abel responded that staff did its work on a timely basis.† He stated that he and Chris Todis had worked together for 23 years and they have a grasp on the budget.† He added the division directors monitor their own budgets monthly.† He noted their financial statements are sound, all of which are incorporated into HUDís scoring.
b.† ORDER 02-7-24-1H/In the Matter of Accepting a Bid and Awarding a Contract for the Installation of Single-Ply PVC Insulated Roofing Systems, Weatherization of Homes Project, 02-R-0048.
Craig Satein, HACSA Weatherization, reported that on an annual basis, HACSA provides weatherization services to 400 households throughout Lane County.† He noted the board order allows them to install insulated roofing systems on mobile homes.† He stated that mobile homes represent about 50% of their weatherization program.† He added that this would allow services to about 50 households.† He noted the bidding on the process was competitive.
