Commissioner Peter Sorenson presided with Commissioners June Gallagher, Bobby Green, Sr., Don Hampton, Anna Morrison and Judith Pothier present. Bill Dwyer was excused. County Administrator Bill Van Vactor, County Counsel Teresa Wilson and Recording Secretary Melissa Zimmer were also present.

2. COMMISSIONERS' REMONSTRANCE

 

None.

 

3. REGULAR BUSINESS

 

a. ORDER 03-12-3-1H/In the Matter of Accepting a Bid and Awarding Contract #04-C-0001 for the Abbie Lane Exterior Improvements - Revised.

 

Don Williams, HACSA, explained the reason the title reads "revised" is that they went out to bid and they came in above their budget. He said they went back and offered bidders different options. He noted that the exterior of the buildings were in poor repair. There was bidding for earthquake upgrades, windows and insulation repair. He added the board order is to do the highest repair that they had envisioned. He said they would be under budget with the project.

 

MOTION: to approve ORDER 03-12-3-1H.

 

Gallagher MOVED, Pothier SECONDED.

 

VOTE: 6-0.

 

b. ORDER 03-12-3-2H/In the Matter of Approving the Public Housing Assessment System Certification for the Fiscal Year Ended September 30, 2003.

 

Williams noted they made significant improvements. He added they had always been a high performer and traditionally they score 96 out of 100 points. He stated it was a mystical process that HUD runs where they take information and generate a number. He said they enter this information through the Internet and then HUD later does the physical inspection and resident surveys. He noted the lowest they scored was a 92. In the past few years they have been at 96. He expected the number to be in the ballpark or better.

 

MOTION: to approve ORDER 03-12-3-2H.

 

Green MOVED, Pothier SECONDED.

 

VOTE: 6-0.

 

4. EXECUTIVE SESSION as per ORS 192.660

 

None.
