Commissioner Peter Sorenson presided with Commissioners Bill Dwyer, Bobby Green, Sr., Tom Lininger and Anna Morrison present. County Administrator Bill Van Vactor, County Counsel Teresa Wilson and Recording Secretary Melissa Zimmer were also present.

 

1. Approval of Minutes:

May 28, 2002, Management Service District Meeting, 12: 15 p.m.

July 17, 2002, Service District Meeting, July 17, 2002

 

MOTION: to approve the Minutes of May 28 and July 17, 2002.

 

Dwyer MOVED, Morrison SECONDED.

 

VOTE: 5-0.

 

2. ORDER 03-2-5-1M/In the Matter of Authorizing Execution of an Ownership Transfer Regional Sewerage Facilities Agreement.

 

Dave Jewett, Legal Counsel, Metropolitan Wastewater Service District, reported this is a project that is coming together. He reported Eugene, Springfield and Lane County in the middle 70ís, given the responsibility to design, construct and operate regional sewage treatment facilities for the area, created the Wastewater Management Commission. He said the facilities were going to be designed and constructed with a combination of federal and local funds obtained through local general obligation bonds. He noted the service district was formed in 1978 to be the issuing agency for the local bonds. He added as a result of the issuance of the bonds, the service district assumed an ownership position over the regional assets and entered into a lease with the Metropolitan Wastewater Management Commission to which design, construction and operation would go ahead. He said that lease contained a clause that said once the bonds were paid off, the commission would have an option for the payment of $100 to obtain transfer of title to the facilities. He noted the option was exercised some years ago, the money was paid and the bonds were recently paid off in August. He said as a result, they came to the Board asking that they approve transfer of the service districtís ownership interest in the regional facilities to the Metropolitan Wastewater Management Commission under the terms of the lease agreement.

VOTE: 5-0.

 

3. ORDER 03-2-5-2M/In the Matter of Appointing and Reappointing Three Citizen Members to the Lane County Metropolitan Wastewater Service District Budget Committee.

 

MOTION: to approve ORDER 03-2-5-2M, appointed Francisca Johnson, Scott Bartlett and Marianne Holser to the citizen committee.

 

Dwyer MOVED, Morrison SECONDED.

 

VOTE: 5-0.

 

There being no further business, Commissioner Sorenson adjourned the meeting at 9:24 a.m.
