Non-relative foster homes for people with developmental disabilities in Lane County provide care and services in a safe, secure, home-like environment. Care includes 24 hour supervision, the provision of room and board, assistance with the activities of everyday living (from grooming and eating to participation in leisure activities) and access to services which help residents develop appropriate skills to maintain or increase their level of functioning.

Complete provider requirements are outlined in the Oregon Administrative Rules (OARs) Division 360 -  Adult Foster Homes for Individuals with Intellectual or Developmental Disabilities.  Some of the minimum requirements to become a licensed provider: 

  • Have one year of full-time experience working with people with developmental disabilities.
  • Live in a home in Lane County that meets the structural and safety requirements of the AFH-DD program.
  • Be at least 21 years of age.
  • Pass a criminal background check.
  • Successfully complete the Basic Training Course, passing the test within two attempts.
  • Have the financial resources required to open and operate the AFH-DD.
  • Be literate in the English language and able to demonstrate the ability to comprehend and communicate in the English orally and writing,
  • Be a good character.
  • Not be related to the foster care resident(s) by birth, marriage or adoption.
  • Be mentally and physically capable of providing care.
  • Have current first aid/CPR certification.
  • Not have been found responsible for founded or substantiated abuse in the past.
  • AFH Licensure must occur within one year of completing orientation and records training hosted by Lane County Developmental Disabilities Services.
