Who we are
This effort to come together to help our neighbors help themselves started in 1972 through a partnership between Lane County, Eugene and Springfield. The times were changing and it was agreed that the County could be the bridge between public and private non-profit community-based organizations to break the cycle of poverty and make lasting changes in people’s lives. Over the years we have effectively focused our efforts to make the greatest impact with limited, precious public funds.
The Human Services Fund provides about $13 million in fiscal year 2008-2009 of local, state and federal funds to support 65 local programs for people of all ages from infants to elders. The fund is designed to:
• Meet community basic needs
• Increase self-reliance
• Improve health and well-being
• Strengthen children and families
• Build a safer community
The Human Services Fund is governed by a seven member commission consisting of local elected and appointed officials. The Commission approves funding priorities and grants to service providers throughout Lane County. A 12 member citizen advisory committee assists the HSC by planning and recommending program allocations.
The Human Services Commission is managed by the Human Services Division of the Lane County Department of Health and Human Services. The Human Services Division is designated as the federal and state funded anti-poverty and homeless agency for our county. The Human Services Division ensures financial and program accountability and manages the service contracts with community based organizations. It performs service delivery system planning, evaluation and administration with a coordinated Human Service Network.
The Human Service Network of non-profit and public organizations is a vital partner in meeting community human needs. These community based non-profit and public organizations unite with the cities of Eugene, Springfield, and Lane County to meet critical human needs.
