Generally, homeowners may perform their own work on a home that is or will be their primary residence. Applicants will be asked to fill out a Contractor Responsibility Form at the time of application indicating whether the homeowner will act as the general contractor for the scope of work covered by the permit or whether a licensed contractor will be hired. In either even, applicants are to review the Construction Contractors Board's"Information Notice to Property Owners About Construction Responsibilities" prior to completing the Contractor Responsibility form.
Electrical Permits are issued separate from Building Permits. An Electrical Permit shall be applied for by a licensed electrical contractor unless the homeowner plans to do the electrical work themselves and the property is not intended for sale, exchange, lease or rent (ORS 479.540).
