Generally, homeowners may perform their own work on a home that is or will be their primary residence.  Applicants will be asked to fill out a Contractor Responsibility Form at the time of application indicating whether the homeowner will act as the general contractor for the scope of work covered by the permit or whether a licensed contractor will be hired.  In either even, applicants are to review the Construction Contractors Board's"Information Notice to Property Owners About Construction Responsibilities" prior to completing the Contractor Responsibility form.

Electrical Permits are issued separate from Building Permits.  An Electrical Permit shall be applied for by a licensed electrical contractor unless the homeowner plans to do the electrical work themselves and the property is not intended for sale, exchange, lease or rent (ORS 479.540).  For homeowners engaging in electrical work on their primary residence, Lane County has a tutorial on Minimum Code Standards for Residential Wiring that may be of assistance.  

Generally, homeowners may perform their own work on a manufactured dwelling that will be their primary residence.  Applicants will be asked to fill out a  Manufactured Home Installer Responsibility Form at the time of application indicating whether the homeowner will act as the installer for the scope of work covered by the permit or whether a licensed installer will be hired.  

Typically, commercial and industrial projects require the majority of the work scope be performed by a qualified, licensed contractor.
