Floodplain Code Modernization Project

At the Direction of the Board of Commissioners, the Land Management Division (LMD) has initiated a multi-year work program to update the land use elements of Lane Code. Under the Code Modernization Project (CMP) several separate but related text amendments to Lane Code will be proposed. This website is for amendments to Lane Code 16.244, the Floodplain Combining Zone (/FP, RCP) and to Lane Code 16.271, the Floodplain Combining District (/FP).

The purpose of this website is share information about this project. All documents, meeting notices and other materials related to the project will be posted as they are made available.

Staff has drafted an amended code based on direction from the Board of County Commissioners and with assistance from the Department of Land Conservation and Development (DLCD) and the Federal Emergency Management Agency (FEMA). The amended code was presented to the Lane County Planning Commission during public hearings on May 12 and June 16, 2020. On June 16, the Planning Commission closed the public hearing, deliberated on the topic and forwarded a recommendation to the Board of County Commissioners. The materials and motion from June 16th can be accessed below under project materials.

Since the Planning Commission motion, staff has worked to make additional changes to the proposed code and schedule a public hearing on the topic before the Board of County Commissioners. The first reading is scheduled for August 18, 2020 and a second reading and public hearing is scheduled for September 1, 2020. Written comment can be directed to staff up until the public hearing.
