Medicare Retirees

As a County paid retiree, your PacificSource enrollment continues through the end of the month prior to Medicare eligibility. Medicare eligibility is the earliest of one of the following:

The first of the month in which the retiree becomes age 65, or as determined by Social Security.
The first of the month after receiving 24 months of Social Security Disability benefits.
As determined by legislative change.

Medicare Reimbursements

Eligible retirees will receive a quarterly reimbursement including: 1) full monthly premium cost for Medicare Part B, and 2) up to $64.00 per month for a Medicare Supplement or MedAvantage Part C Plan. This reimbursement applies only to retirees covered by the County paid health insurance plan, who provide annual proof of coverage and premiums.*

Please note:  In January 2018, Lane County will send you a form to request a copy of the 2018 Benefit Verification Letter from Social Security Administration or Medicare.  You will receive this letter in November or December 2017 - please do not discard any letters from Social Security, Medicare or other information regarding another plan you have elected for 2018.

Frequently Asked Questions about Medicare Reimbursements
Q: How do I show proof of my Medicare Part B premiums? 
A: You should receive an annual Cost of Living (COLA) letter every December from the Social Security Administration. You can also call and request a Benefit Verification Letter from the Social Security Administration. If you are not on Social Security benefits yet, you should receive a “Notice of Premium Payment Due” (CMS-500 form) from Medicare.  

Q: What if I pay an Income-Related Monthly Adjustment Amount (or IRMAA)?
A: If you pay an IRMAA, ask Social Security to include the Part B premium and Part B IRMAA rates on the Benefit Verification Letter.
Please note: Lane County does not reimburse for Part D prescription plans, including any IRMAA rates associated with a Part D prescription plan. 

Q: Where do I get the proof of Medicare Advantage (MA) plan costs?
A: Your Medicare Advantage (MA) plan provider should provide a proof of cost for you. Contact your MA insurance plan provider and ask them to provide proof of cost. If your MA plan is through PERS, call the PERS Health Retiree Insurance Program at 800-768-7377.

County Paid Retirees
Eligibility for County paid retiree health insurance is based on three main criteria: 1) date of hire, 2) years of service, and 3) proof of retirement under PERS.

Self-Pay Retirees
State and federal laws regulate a retiree’s right to continue health insurance coverage by paying monthly premiums to Lane County, even if they are not eligible for County Paid retiree health insurance.

Premium Rate Changes
The next premium rate change will be August 1, 2017 and will run from August 1, 2017 - July 31st, 2018.

Health Savings Accounts - Optum Bank
Eligible County paid retirees receive a $1,500 lump sum contribution on or around 1/5/2018. In 2017, your annual HSA contribution may not exceed IRS limits of $3,400 for individual coverage or $6,750 for family coverage. The "catch-up" contribution for those who are age 55 or older will remain $1,000 for 2017. This amount is in addition to the IRS limits of $3,400 for individual coverage and $6,750 for family coverage. For specific tax information, please consult a tax advisor.
Note: The IRS maximum contributions are inclusive of the amount that Lane County will contribute to the HSA account for eligible County paid retirees.

HSA 1099-SA Forms
1099-SA forms will be available through Optum's consumer online portal under the Notifications Tab towards the end of January. If you have an email on file with Optum, they will send an email letting you know when it is ready to view and you can print it off. If you don't have an email on file, a letter will be sent to your mailing address advising the tax form will be online.
