Since 1972, the Human Services Commission (HSC) has provided health, housing and human services under the sponsorship of Lane County and the cities of Eugene and Springfield and through partnerships with other public, private non-profit, and private community-based organizations, schools, utilities and hospitals.

The HSC focuses on serving people in Lane County with health and human services who have limited or no access to help, care or services by:

  • Providing people access to the basic health essentials of nutritious food, safe shelter, medical care and a warm home.
  • Stabilizing people through outreach and education towards a safer and healthier lifestyle and living environment.
  • Assisting people to access mainstream benefit programs and services to become healthier and more secure.
  • Keeping people well and physically and mentally fit through early intervention and preventive health, social and behavioral health services.
  • Supporting people to be safe from abuse and preventing violence.
  • Improving the stability and self-reliance of people.
  • Promoting early intervention and prevention of health, safety and social problems.


The HSC’s coordinated care model finances and delivers an integrated community safety-net delivery system of social services, supportive housing and health care services for insured, uninsured, underinsured people and those people eligible for federally funded programs that lack access to benefits and/or care. The HSC preventive services focus is on strengthening the self-sufficiency, independence and well being of people and promote the reduction of violence by providing protection from violence, abuse and neglect. The HSC’s specialty services target at-risk populations including: individuals victimized by domestic violence and sexual assault, at-risk low-income and homeless people, teen parents, at-risk youth, farm workers, ex-offenders, individuals with physical and psychiatric disabilities l, veterans, seniors, and those with limited English language proficiency. The HSC performs service delivery system planning, evaluation and administration for its coordinated care network. The HSC plays a catalytic role in the community leveraging, focusing and investing all available local, state, private and federal resources toward projects that assist the poor.

Support efforts to build a community where all members are empowered to determine what they need to get the essentials of life in order to care for themselves. Build a community where complete access to comprehensive, coordinated primary and preventive community health and human services are available for all.

Opportunities for Fiscal Year 2005-2006 and Beyond

  • Set policy for regional health and human services.
  • Develop a sustainability plan to support health and human services that address community needs and includes a stable local funding source. Integrate upcoming local funding initiatives for youth, education and public safety into the planning.
  • Develop a community education plan and marketing materials regarding health and human service issues and work.
  • Expand access to health care through the Community Health Centers including primary and behavioral services, preventive and dental services through expanded services and hours at existing sites, school based clinics, rural clinics, outreach and
  • mobile health services.
  • Expand access to child abuse, domestic violence and utility assistance services through partnerships with public and private agencies, public safety and public utilities.
  • Expand access to supportive housing and services through the implementation of a 10-year plan to eliminate chronic homelessness.

Approach

We believe this can be accomplished by using the following strategies:

  • Mobilize and efficiently manage public and private resources to help people acquire the necessary knowledge and motivation to secure the basic necessities of life.
  • Assist our community and its local institutions to be more responsive and attentive to the needs and interests of people who are disadvantaged, uninsured and underinsured and those simply lacking access.
  • Invest in human resources. Create economic and social opportunities that promote responsible, cooperative and caring communities. This ensures that all community members have the same opportunity for self–sufficiency and well-being.
  • Measure our success through the outcomes of the people we serve. Easy service access, improved wellness, safety, independence and self-sufficiency will be the result.
