Commissioner Faye Stewart presided with Commissioners Jay Bozievich, Rob Handy, Sid Leiken and Pete Sorenson present.  County Administrator Liane Richardson, County Counsel Stephen Vorhes and Recording Secretary Melissa Zimmer were also present.

12. PUBLIC HEARING

a. ELEVENTH READING / PUBLIC HEARING / POSSIBLE DELIBERATIONS AND ACTION/Ordinance No. PA 1260/In the Matter of Amending the Eugene-Springfield Metropolitan Area General Plan (Metro Plan) Consistent with Policy G.3 in Chapter III, Section G, Public Facilities and Services Element; Amending Table 6, Table 18, Table 19, Map 3 and Map 8 of the Public Facilities and Services Plan (PFSP); and Adopting Savings and Severability Clauses (Metro Plan Amendment) (Applicant; Springfield). (NBA & PM 7/8/09, 7/22/09, 8/5/09, 8/26/09, 10/20/09, 11/4/09, 2/3/10, 8/18/10, 9/1/10, 12/15/10) .

Mark Rust, Land Management, recalled that the Board last heard this matter on December 15, 2010 where a Public Hearing was conducted.  He said there was no testimony at the Public Hearing or additional questions or information.  He reported the Board is to conduct a continued Public Hearing.   He stated staff’s recommendation was to approve this ordinance as requested.

Commissioner Stewart opened the Public Hearing.  There being no one signed up to speak, he closed the Public Hearing.

MOTION: to adopt Ordinance PA 1260.

Leiken MOVED, Bozievich SECONDED.

Leiken stated that he was involved with this as Mayor.  He said the city reached out to the people who had issues.  He found most of the questions he had were satisfied and Bill Dwyer previously had issues but he was satisfied.

ROLL CALL VOTE:  3-2 (Handy, Sorenson dissenting).

13. COMMISSIONERS' ANNOUNCEMENTS

Stewart announced this weekend the Home and Garden Show at Cottage Grove High School.  He announced that they lost a fellow commissioner in Coos Bay, Nikki Whitty and her funeral is Saturday.

Handy wanted communication from Bozievich to Richardson take place orally.  He said there are things he could submit if that is the subject matter.  He didn’t think it was a wise decision at this point to put something in e-mail.  He said the ideas could be made clear to Richardson in another way and bring them up at Policy and Procedures.

Bozievich indicated he was fine with that.

16. OTHER BUSINESS

None.
There being no further business, Commissioner Stewart recessed the meeting into Executive Session at 1:40 p.m.
