What is a Barrier?

A barrier is anything that is getting in the way of youth and families getting the services and supports they need. Some examples of the types of barriers we have received are:

  • Not being able to get the specific services/supports a youth or family needs
  • Lack of services that meet cultural or linguistic needs of a youth or family
  • Systems not collaborating or working together to better benefit a youth or family

The System of Care Barrier Resolution Process 

Youth, caregivers, and community partners experiencing barriers can submit them to the System of Care for review. Once a barrier is submitted, the System of Care committees work together during monthly meetings to develop recommendations for resolving the barrier that are then either provided to the individual submitting the barrier or elevated to decision makers with greater influence in the community and at the state level. If a barrier does not align with the scope of the System of Care then alternative recommendations for more appropriate platforms for elevating that barrier are given. 


Submitting a Barrier to the Lane County SOC

Anyone can submit a barrier and barriers can be submitted anonymously. Please complete and submit the barrier submission form using one of the following options:

You will receive a follow-up response to your submitted barrier within 10 business days if you choose to provide your contact information on the form. Please note that not all barriers will be addressed every month. This process is not intended to address urgent situations or crisis situations. This form does not replace the formal grievance process that exists for providers and system partners. Please do not include Protected Health Information on this form.
