Transportation Safety Action Plan 2025 Update

Project Overview

Thanks to federal funding provided by the Safe Streets and Roads for All (SS4A) grant program, Lane County will be updating its Transportation Safety Action Plan (TSAP). This process will use a Safe Systems Approach. This is a human-centered approach that anticipates mistakes and accommodates human vulnerabilities. It does this by designing and operating the roadway system to be safe for everyone – particularly for people who are disproportionately impacted by crash fatalities and serious injuries. The updated TSAP will identify safety issues on County roads. It will then recommend projects and strategies to reach zero traffic deaths and serious injuries.

Community Input

In a 2023 community survey, 1,823 rural residents reported safety concerns on County roads. The lack of roadway shoulders was the most common safety issue reported. The second most common reported issue was concern for unsafe driver behaviors. Survey results by Lane County geographic communities is available here.

The TSAP update process involves:

  • Evaluating the survey results, and
  • Conducting
    • Stakeholder interviews;
    • Focus groups;
    • Other targeted outreach.

Throughout the planning process, project documents will be posted on this webpage for public review. Sign up to receive project updates by providing your email address: [email link here]

Project Documents

Existing Conditions Analysis

The purpose of this analysis is to gain an understanding of the existing safety conditions of the Lane County roadway system and the risks that are present. This information will set the foundation for the plan itself and future implementation.

Status: The project team is currently working on this analysis. The results are expected summer 2024 will be posted here when available.

Equity Impact Assessment

The purpose of this assessment is to identify and address systemic disparities that contribute to serious injuries and fatalities. The safety planning process will include an analysis of both population characteristics and the impact of proposed projects and strategies.

Status: The project team is currently working on the initial data collection. Preliminary findings expected fall 2024 will be posted here when available.

Recommended Strategies and Projects

Community input, the existing conditions analysis, and the equity impact assessment will inform the development of strategies and projects to reduce fatal and serious injury crashes. This will include a range of safety solutions (such as engineering, education, and enforcement) with implementation guidance (such as lower-cost to higher-cost, short-term and long-term improvements).

Status: This work is planned for winter 2024
