Patron Conduct and Rules of Use

Intent of the Lane County Law Library:

The intent of the Lane County Law Library is to provide access to legal research and legal information to the community of Lane County, and to foster a safe and productive environment. We work with attorneys, pro se litigants, law students, and any Lane County community member that would like a space for legal research and/or are looking for legal resources. To achieve the intent of the library, there are established rules of use for the library:
 
The Following are Prohibited in the Library:
 
  1. No Disruptive Behavior: Patrons shall not engage in behavior that is disruptive and unsafe and interferes with patron and staff member use of the library. Disruptive behavior can include but is not limited to: 

    a) Loud talking, screaming, running, throwing things, pushing and shoving.

    b) Harassing or threating other patrons or library staff.

    c) Staring or following another patron or library staff member in a manner which is intimidating or can be expected to disturb them.

    d) Failure to maintain a level of personal hygiene that impacts other patrons’ and staff members’ ability to utilize the library.

    e) Eating food and drink that is not a drink with a lid or a wrapped snack.

  2. No Damaging or Defacing Law Library Property and Equipment: Patrons shall not damage or deface law library property and equipment. This includes but is not limited to:

    b) Computers, copiers and printers, books, desks, chairs, etc.

  3. No animals: With the exception of trained guide or service dogs as defined in ORS 346.610, 346.620, 346.640, 346.650, 346.680, and 346.685
  4. No Violation of the Public Computer and Internet Policy: Patrons shall not violate the Public Computer and Internet Policy. 
  5. No Obstructing Walkways: Patrons shall not obstruct walkways or aisles with books, briefcases, large exhibits, or personal belongings.
  6. No Leaving Personal Belongings: Patrons shall not leave personal belongings or papers unattended in the library, as the library cannot be responsible for the privacy and safety of such items. Objects left overnight will be removed from the library and/or discarded.
  7. No Unsupervised Children: Under the age of 16.
  8. No Bare Feet: Patrons shall not enter the library with bare feet, all patrons must be wearing shoes.
  9. No Illegal Activity: Patrons shall not engage in illegal activity, including:

    a) Smoking in a public building.

Serious or continued violation of any of these rules may result in a suspension of access to the Lane County Law Library. These rules shall be used in conjunction with other rules and policies governing the Law Library. Adopted [insert date]

  1. Notice: 

  1. The purpose of the Lane County Law Library public access computers is to provide free access 

  1. Patrons use computer and internet information at their own risk. Users should be aware that information accessed might be inaccurate, out of date or incomplete. The Law Library staff cannot be responsible for the accuracy of research performed on these computers, as decisions about use of those resources are the responsibility of the patrons. Users are encouraged to exercise caution and critical judgment in evaluating the validity of information on the internet, and through the use of online services provided through the library’s computers. 

  1. Users of the Law Library’s computer and internet services should have no expectation of privacy while accessing these resourcesThe Law Library also assumes no responsibility for any damages, direct or indirect, arising from use of its computers and connections to the internet.  

  1. Users’ Responsibilities: 

  1. A copy of the full text of the Public Computer and Internet Policy is posted on this workstation, as well as in the lobby of the libraryPlease read this policy carefully before using the Law Library’s computersBy using these computers and internet services, each user will be deemed to have agreed to abide by this Public Computer and Internet Policy. 

  1. All users of the internet at the Law Library are required to use this resource in a responsible and courteous manner consistent with the purposes for which it is providedThe Library’s Rules of Patron Conduct apply to the use of the computers and of computer-based services. 

  1. Responsible and Appropriate Use of the Internet at the Library: 

  1. Using the library’s internet resources for LEGAL RESEARCH purposes. 

  1. Complying with the Library’s posted Rules of Conduct. 

  1. Refraining from illegal or inappropriate use of the internet. 

  1. Respecting intellectual property rights by not making copies of copyrighted or licensed data from the internet. 

  1. Refraining from damaging or altering the configuration of the equipment used to access the internet, including unplugging cables. 

  1. Respecting the privacy of others. 

  1. Wheelchair access stations should be last to be used for them to remain accessible for patrons in need of them. 

  1. Inappropriate Use of the Internet at the Library includes, but is not limited to: 

  1. Viewing, printing or downloading of non-legal research related materials, including but not limited to games and pornography. 

  1. Changing the current settings of computer stations. 

  1. Downloading or uploading software or other files to or from this public access station. 

  1. Hacking into remote computer systems. 

  1. Time Restrictions: 

  1. If others are waiting, access is limited to 30 minutes at a time 

  1. The #2 station computer in the lobby is limited to 10 minutes to ensure there is a computer for quick printing needs.  

  1. If other patrons are waiting, users will be limited to a total of one hour’s access per day. 

  1. Children: 

  1. Consistent with the Law Library’s posted Rules of Conduct, it is the sole responsibility of parents and/or guardians to supervise their children’s/ward’s use of library resources, including internet servicesChildren under 18 may not use the Library’s internet resources unless a parent and/or guardian is present and is supervising their useParents and/or guardians will be held accountable for any of their children’s/ward’s violations of the Rules of Conduct or violations of this Computer and internet Public Access policy. 

  1. Printing 

  1. Printing is paid for at the Jamex (pay station) machine next to the printer. The pay station only accepts $1, $5, and $10 bills and nickels, dimes, and quarters. 

  1. Our pay station CANNOT accept card payments. 

  1. Printing and copying costs $0.25 per page for black and white, and $2 per page for color. 

  1. There are printing instructions at every public computer, mobile printing instructions above the pay station, and copying instructions on the table by the printer. 

  1. The Oregon eCourt Case Information workstation has no printing access. 

  1. Library users are responsible for all of their print jobs. 

  1. Enforcement: 

  1. Failure to use these services responsibly and appropriately, or to follow any of the Rules for Patron Conduct may result in: 

  1. Suspension of equipment use privileges, and/or 

  1. Suspension of access to the Law Library 

  1. ALL Law Library staff have the authority and the responsibility to enforce this policy. 

  1. The Lane County Law Library has made public access computer and internet stations available for legal research purposesThe Law Library’s mission is to serve the legal research needs of the community. The Law Library reserves the right to ask patrons to verify that they are using computer and internet services for legal research purposes.
