9/18/2014 - Project Update
At the June 16, 2014, open house, the project team received strong public support to improve Territorial Highway to a 34-foot wide road that mostly maintains the existing road alignment; travel lanes will be widened, shoulders will be added, horizontal and vertical curves will be realigned, and new bridges will raise the road and eliminate repeat flood events. Following the open house, the project team continued to develop this design and complete needed fieldwork, including geotechnical exploration at Stony Point and a preliminary archeological survey. In the coming months, the project team will continue the design development process, taking on such tasks as development of a stormwater management plan. The project team will also complete additional geotechnical exploration at Stony Point, additional archeology survey work, and necessary documentation for environmental permitting.
Thanks to the over 70 members of the public who provided letters of support for the County’s 2014 TIGER grant application for funding for construction of the proposed improvements. The project team recently learned the grant application was not successful. The grant application process was still a very productive experience. The County’s robust grant application was favorably received and will be used for future grant applications. Also, the grant application received significant federal level attention that will serve the project well as the project team continues to actively seek funding for construction.
6/17/2014 - Successful Second Open House
The second open house for the Territorial Highway Corridor Plan was held June 16, 2014, at the Lorane Grange. Over 60 members of the public attended and reviewed two design alternatives that were developed based on the public input received at our first open house in October of 2013. The input gathered will shape the preferred design alternative that will be included in the Corridor Plan and presented to the Board of County Commissioners for their consideration at a public hearing later this year. 4/03/2014 - Project Update
The project team has been developing two design alternatives based on the public input received at our first open house in October of 2013. Both alternatives will result in a 34-foot wide road; travel lanes will be widened, shoulders will be added, horizontal and vertical curves will be realigned, and new bridges will raise the road and eliminate repeat flood events.
Alternative “A” would widen the road and mostly maintain the existing road alignment. “Alternative “B” would also widen the road and maintain the existing road alignment and would re-build the road completely off of the landslide area (Stoney Point). The Department of Transportation recently announced funding available through the Transportation Investment Generating Economic Recovery (TIGER) Discretionary Grant Program. Only a few projects that apply will be awarded funds. Due to the challenge in obtaining construction dollars, the project team is preparing a grant application for the design taking shape though the corridor planning process. A preliminary evaluation indicated the less expensive Alternative “A” has the greatest potential to be successful in the TIGER process.
The grant application will be submitted on April 25th, 2014, and the awards announced this fall. If successful, construction would begin in 2016. The project team is seeking support for the grant application. We invite you use this Sample Letter to voice your support. Please fill in the highlighted sections. 10/30/2013 - Open House Success
The first open house for the Territorial Highway Corridor Plan was held October 28, 2013, at the Vineyard Pavilion at the King Estate Winery. Thanks to the over 100 members of the public who attended and made the open house a success. Attendees learned about the project and shared their concerns and their vision for improving Territorial Highway.
