Overview
The Land Use Application Tracker application shows the status of a land use application. The tracker shows Director Review, Hearings Official Review, and Plan Amendment applications. The applications will appear in the appropriate list once they are complete.
The applications are organized with the oldest to newest. The applications are processed in order, with few exceptions.
Each list will show the queue number, the permit number, and the subtype name. If you click on the permit number, it will take you to a summary page with specific information for that application. See the Summary section below to learn additional information about this screen.
Headings
The applications have been broken into six headings. The number to the right of the section heading is the number of applications in the queue.
Director Review Applications: This section will list all of the pending director review applications that are complete, with the exception of the applications listed in the 3 subsets below. These applications are subject to a 150-day processing timeline, pursuant to ORS 215.427. Six planners work on processing these application types.
Legal Lot Verification & Property Line Adjustment Applications (Director Review – subset): These application types are listed separately from the other director review applications, because they are processed by one staff member from the County Surveyor’s Office. These applications are subject to a 150-day processing timeline, pursuant to ORS 215.427.
Telecommunication Applications (Director Review – subset): Telecommunication applications (aka cell tower applications) are governed by FCC timelines. Staff is required to process collocation applications (adding new antennas) within 90 days of being complete. New or replacement tower applications are required to be processed within 150 days. Due to the FCC timelines, these applications may be processed out of order. If Lane County does not comply with the FCC timelines, these applications are considered automatically approved. Six planners work on processing these application types.
Temporary Medical Hardship Dwelling Applications (Director Review – subset): Temporary medical hardship dwelling applications are usually time-sensitive due to a medical emergency. These applications allow a temporary dwelling unit on a property when a resident or a family member of a resident has a medical hardship and requires care. Lane County Land Management has prioritized these applications. Lane County will process them out of order in response to the sensitive nature of these types of application and to aid in the care of a disabled person who is in need of an on-site caregiver. Six planners work on processing these application types.
Hearings Official Applications: Hearings Official applications are similar to director review applications, except that the Hearings Official holds a public hearing and the Director does not. These applications are subject to the 150-day processing timelines pursuant to ORS 215.427. Six planners work on processing these application types.

Searching. There are 2 ways to find a specific file (this number can be found on the notice you received in the mail):

Use the Search bar at the top of the page. Enter in part or all of the department file number, including the dashes (509-PA17-05000). Then hit the little magnifying glass. or

Click on the heading of the file type and it will expand to show a list, you will then be able to scroll through the list to find the file you are searching for.
Once you find the file you are looking for, click on the file number to see the summary page specific to that file.
Summary Page. Below is a picture of the summary page, below that are descriptions for the information presented on the page.

Status: This is the current file status according to our permit tracking software system. There are two possible file statuses available: ‘In Review’ or ‘In Review – Appeal.’ If the status is ‘In Review’, it means that the file is being processed. If the status is ‘In Review – Appeal’, it means that the original decision has been appealed.
Subtype: The ‘type’ would be director review, hearings official review, or comprehensive plan amendment. The ‘subtype’ refers to the specific use the applicant is requesting approval for, like a property line adjustment or a forest template dwelling. All of our different subtypes are listed on our fee schedule.
Staff contact: This line lists the staff planner who is assigned to review the file. If it says ‘Central File’ or ‘Central File 2’, a planner has not been assigned to the file yet. If this is the case and you have questions, you may contact the staff planner listed on the referral notice. That information will be located in the scanned document below.
Applied Date: The applied date is the date the application was submitted and entered into our software system.
Date Complete: The date complete refers to when staff does a thorough review of the application. Staff must determine if applicant has addressed all of the approval criteria. Staff has 30 days to complete this review. Files only appear in this tracking program after the application is determined complete. A complete application does not mean the application is approvable.
Full Timeline Waiver: For applications who are subject to the 150 day processing timelines, pursuant to ORS 215.427, the applicant can waive the timelines. ORS 215.429 states when the local jurisdiction does not comply with the required timelines, the applicant can take them to court. Sometimes an application is not approvable because of lack of information or is challenged by an opponent. An applicant may request it be put on hold in order to submit additional information to support their application. When this happens, many times they submit a timeline extension or waiver. When this line says ‘yes’, then this applicant has waived their rights to utilize ORS 215.427.

Referral Comments Due: Staff send referral notices to neighboring property owners and certain agencies for comments. The referral comments are due 10 days after the date it was mailed. This date is on the notice.
Map and Parcel Number(s): The map and parcel number is a unique 13 digit number used to identify individual taxable parcels and is generated using an 8 digit Township/Range Section grid number in conjunction with a 4 digit parcel number.
Documents: All scanned documents related to the application will be listed here. You can click on the document description and it will open a .pdf document. Please be aware of the document size, listed in parentheses at the end of the document description, larger files can take longer to download and can use more data than you think.
Project Description: The project description is entered by the planner to give a brief description of the proposal. The project description will contain the approval criteria, as well as the base zoning of the subject property.
