Human Services: Making a Difference in People's Lives

The field of Human Services is a broadly defined one, uniquely approaching the objective of meeting human needs through an interdisciplinary knowledge base, focusing on prevention as well as remediation of problems and maintaining a commitment to improving the overall quality of life of service populations. The Human Services profession is one which promotes improved service delivery systems by addressing not only the quality of direct services, but by also seeking to improve accessibility, accountability, and coordination among professionals and agencies in service delivery.


KATE BUDD, Division Manager

Kate Budd serves as the Human Services Division Manager overseeing the various teams within the division.  She has worked in the community action, community development and housing/ homelessness field for over 20 years, previously working in Washington as the Executive Director of Council for the Homeless and a Program Coordinator with Clark County Community Services. She also previously ran a shelter hotline, case managed in shelters/housing programs and coordinated a multi-church winter weather sheltering effort. Kate received her Master of Social Work from Eastern Washington University and served with AmeriCorps for two years in the Forest Grove and Beaverton School Districts.


JAMES EWELL, Housing & Community Action Manager

James Ewell serves as the Housing & Community Action Manager, overseeing funding sources and staff that support programs for people experiencing homelessness. He also serves as the primary staff support for the Poverty & Homelessness Board.  He has worked in the housing and homelessness field for over 20 years, including time spent doing direct service as Street Outreach Worker and Case Manager and managerial experience overseeing a homeless youth shelter and drop-in center.


LYN OLIVER, Administration & Operations Supervisor

Lyn Oliver
brings more than two decades of experience in public service, financial management, and program operations to her role as Operations Supervisor with Lane County Human Services.  Lyn holds a Bachelor’s degree from Middle Tennessee State University and has built a career centered on strengthening community programs through effective leadership, process improvement, and strong fiscal stewardship.  Throughout her tenure with Lane County, Lyn has overseen complex budgeting processes, developed grant-funded programs, and supported compliance efforts that help essential services run smoothly and sustainably.   An independent bookstore veteran and prolific hiker, Lyn is happiest surrounded by books, wildlands and the people who enjoy them.  

JOSEPH REILEY, Veterans Programs Supervisor

Joseph Reiley grew up in Pennsylvania and attended Lafayette College. In 1992, he moved to Oregon to attend law school. After graduating from the University of Oregon Law School in 1995, he performed a year of service with AmeriCorps through the NorthWest Service Academy in Trout Lake, Washington. Following a clerkship with the Honorable Robert Herndon, Clackamas County Circuit Court, he worked for Multnomah Defenders, Inc., and then in private practice in Lane County. 

He is currently inactive with the bar and has been the Lane County Veterans Services program supervisor since 2003. He has served as the President of the Oregon County Veterans Service Officer Association from 2009 - 2012 and 2021-2022.

DEANNA STRACHAN-WILSON, Workforce Programs Supervisor

Deanna Strachan-Wilson

Deanna Strachan-Wilson brings 17 years of public service management experience including 12 years designing and implementing Workforce Development Programs for people with mental illness. She held two California State Governor appointed positions providing policy oversight and accountability for the State Department of Rehabilitation and the Mental Health Services Act.  Presently, she is the Workforce Services Supervisor and is involved in multiple local and statewide workforce groups.  In October 2021, she was accepted to serve on OHA’s Behavioral Health Workforce Initiative Community Leadership Council.  She believes in supporting customers and employees through empathy and trauma awareness while promoting inclusivity, integration, accountability, and overall growth and professional development.

STEPHANIE TALBOTT, Rent & Utility Assistance Supervisor

Stephanie Talbott brings decades of experience in non-profit administration and management to the role of Energy Services Supervisor.  She served in senior positions at several Eugene nonprofits and has extensive experience in operations and program management.   Stephanie appreciates the intersection of Human Services and Conservation that the Energy Services programs represent because there she can build on two of her professional interests.  She is continually looking for new and creative partnerships to build on these two tenets of Energy Services. 

She is a third generation Oregonian who graduated with a BA from the University of Oregon and has dedicated her career to organizations that improve our community.


AUNDREA BRANIFF, Coordinated Entry and Street Outreach Supervisor

Aundrea Braniff is a Coordinated Entry and Street Outreach Supervisor with 10 years of experience in homeless response systems. She earned her degree in Family and Human Services from the University of Oregon in 2017 and has since held roles in Coordinated Entry and Street Outreach with the State of Louisiana, as well as in street outreach program management in Philadelphia. Across the South, East, and West, Aundrea’s work has centered on strengthening system coordination and advancing quick and equitable access to housing and services. Aundrea believes that ending homelessness requires incorporating participant choice, voice, and believing in each individual’s strengths.
