The Lane County Human Services Division operates Energy Assistance, Energy Education, and Weatherization programs.

The Lane County Human Services Division administers six different energy assistance programs for residents of Lane County.  Energy Assistance programs provide a payment directly onto the applicant's utility or energy account.

Many local utility companies have programs for their own customers. Call your utility company or go to their website to learn more. 

Only place your household on one agency waitlist per program.

INCOME ELIGIBILITY

Income eligibility for all Energy Assistance Programs except EWEB Customer Care.

To be eligible for assistance, a household’s income (total household income from all sources before any deductions) must be within income guidelines.

Eligibility is based on the following

  • Household size – Number of household members

  • Gross monthly income – All household income before any deductions




EPUD Customers

EMERALD RATE ASSISTANCE PROGRAM (ERAP) – Program is funded by EPUD to help special customers with their energy bill.  This program is available to EPUD households that meet the income qualifications and have one of the following criteria:  A household member with a permanent disability, and/or age 60 or over, households with children under the age of 6 years old.  Participants will receive $300 credit to their EPUD account over a 4-month period at $75 per month; this credit will only be applied towards current charges.  Participants must fill out and sign an ERAP application.  Program starts in the spring.

NORTHWEST NATURAL Customers

OREGON LOW-INCOME GAS ASSISTANCE (OLGA) – Program is funded by Northwest Natural. This program is available to all Northwest Natural (NWN) customers who meet the income qualifications. The OLGA program provides a one-time payment that is applied directly to the applicant’s NWN account.

OREGON ENERGY ASSISTANCE PROGRAM (OEAP) – Program is funded by customers of Pacific Power.  This program is available to Pacific Power customers who meet income qualifications.

WEATHERIZATION

The Lane County Human Services Division partners with the Housing and Community Services Agency of Lane County (Homes for Good) to provide home weatherization services throughout Lane County.  The Weatherization program assesses homes for weatherization needs and installs insulation and windows and seals heating ducts. The weatherization program is designed to assist income-qualified Lane County residents, both owners and renters, to reduce energy usage in their homes.
